Gov. Edgar Chatto has been elected “unopposed” as national secretary-general of the 80-strong League of Provinces of the Philippines (LPP), adding to his stature an influence that matters to Boholanos’ good.

The Bohol leader also clinched the league’s chairmanship for Central Visayas in the election timed with the first general assembly of the country’s new batch of governors at the Heritage Hotel in Pasay City on Friday.

The LPP provides a cohesive force that embodies the sentiments and aspirations of member provinces as it serves as a forum of discussion and feedback mechanism on policies affecting local governments.

It collaborates with national and other local government agencies in attaining efficient, effective inter-governmental relations to provide development programs that enrich and upgrade the capabilities of local government units.

Oriental Mindoro Gov. Francisco Umali, Jr. was reelected president while Iloilo Gov. Arthur Defensor, Sr. won the chairmanship of the executive board.

The top echelon of the league is foreseen by Chatto to have “a very big impact” on Bohol’s development agenda considering the “political oneness” of LPP’s three pillars from the president to secretary-general.

Umali, Defensor and Chatto all belong to the administration Liberal Party (LP) whereas the rest of the LPP officers is a partisan mixture.

The Bohol capitol chief executive was unanimously voted secretary-general and chairman for Central Visayas with the full support of fellow leaders from Region 7---Cebu Gov. Hilario Davide, Jr. and Siquijor Gov. Zaldy Villa, both also of the ruling party, and Negros Oriental Gov. Roel Degamo of PDP-Laban.

Davide and Villa were elected as a league board member-at-large and the deputy secretary-general for Region 7, respectively.

Department of Interior and Local Government (DILG) Sec. Mar Roxas swore in Chatto as LPP national official.

The LPP represents the country’s 80 provinces and the same number of provincial governors.

Chatto is a former national head of the League of Vice Governors of the Philippines (LVGP) and former president of the National Movement of Young Legislators (NMYL).

It was during his LVGP presidency that Chatto also served as the secretary-general of the Union of Local Authorities of the Philippines (ULAP), regarded as the mother of all local government leagues in the country.

He was credited for having himself coined the acronym ULAP, which members include, among others, the leagues of the governors, vice governors, provincial board members, city mayors, municipal mayors, city and town vice mayors, city and municipal councilors, and barangay councils.
