(Updated) President Rodrigo Duterte on Wednesday dropped a bombshell when he called out in his speech a senator for being an “immoral woman” for having an affair with her driver who allegedly collected money for her during the election campaign.

In his speech at the 115th police service anniversary at Camp Crame, Duterte lambasted the female senator, whom he did not identify, for heavily criticizing the government in its anti-drug campaign that resulted in many deaths.

“Here’s a senator complaining. One day I will tell you that her driver himself, who was a lover, was the one collecting money for her during the campaign,” said Duterte.

“An immoral woman, insofar as the driver’s wife is concerned, it’s adultery,” he continued.

“Here’s a woman who funded a house of a lover and yet we don’t see any complaint about it,” the President added.

“Those money came readily from her. The intercept between Muntinlupa and the driver were far beyond making sure that somebody was involved,” he said, apparently referring to the New Bilibid Prison.

But Duterte later clarified that he was unsure whether the driver was giving the money he was collecting from Bilibid to the senator.
“But in fairness, I would never say [clearly] that the driver gave (the money) to her but by the looks of it, she has it,” he said.

Duterte added that the senator has no right to complain about the recent killings of drug suspects in the country when she herself has “a very sordid personal and official life.”

Last week, Duterte said that he was going to “destroy” a female official who keeps on criticizing his government.

Duterte added that he still has the CD containing a video of the senator while she was publicly saying in a hotel lobby: “I will prove that Duterte is connected with the Davao death squad.”

“Until now, she keeps on yakking and has forgotten the tape which I have recorded,” he said.

The President said he wants the lady official to “eat the CD in his presence” but quickly took it back and said: “But I could not do it because it’s not an accepted edible food for human beings.” IDL/JE

Sen. Francis “Kiko” Pangilinan on Thursday branded the allegations against Sen. Leila de Lima as “unfair.”

“I am saddened by the latest incident and consider it most unfortunate considering that only the other week the President had in fact said publicly that Sen. De Lima was just doing her job,” Pangilinan said in a statement, reacting to President Rodrigo Duterte’s personal attack against De Lima.

“He even said that if he were in her position, he’d do the same thing and investigate the upsurge in drug-related killings,” he said.

On Wednesday, Duterte called De Lima an “immoral woman” for allegedly having an affair with her driver.

“The accusations against De Lima are unfair,” Pangilinan said.

He said he could understand that the President was hard-pressed to deliver on his campaign promise to rid the nation of the scourge of illegal drugs “but there ought to be a greater degree of civility in the face of disagreements between and amongst both branches of government.”

“We should be able to perform our different roles as servants of the people and accord each other due respect,” the senator said.

Pangilinan and De Lima are members of the Liberal Party.

De Lima chairs the Senate committee on justice and human rights which is set to investigate next week the spate of killings in the country./rga

Duterte’s personal attacks vs De Lima are ‘misogynistic,’ ‘unpresidential’ – Risa Hontiveros



Senator Risa Hontiveros has sharply rebuked President Duterte for his “misogynistic” and “extremely unpresidential” attacks against Senator Leila de Lima and warned of a looming collision between the Executive and the Senate.

In a Facebook post, Hontiveros said there is no excuse for Duterte “to insult and threaten women or target” a person’s reputation without basis even though he is the country’s President.

“As a woman, I take deep offense at President Rodrigo Duterte’s latest remarks against fellow Senator Leila de Lima. They are misogynistic,” she said.

“They are a 180-degree turn from the apology he issued during the campaign period on his rape joke, and his reconciliatory tone to Chief Justice Maria Lourdes Sereno, whom he threatened with Martial Law regarding policy differences in the government’s war against drugs. The President’s latest statements establish a consistent and disturbing pattern, which is prejudicial to women,” she added.

Annoyed by her criticisms on his war on illegal drugs, the President recently accused De Lima of being “immoral” for having an affair with her married driver. Duterte said De Lima’s lover collected money from drug lords for campaign purposes.

Hontiveros however criticized the President for giving premium to personal attacks over real arguments. “It is also an awful display of ‘ad hominem politics,'” she added.

The President’s attacks on De Lima were “extremely unpresidential and a breach of parliamentary courtesy,” Hontiveros said. “It unnecessarily sets the Executive and Senate on a dangerous collision course,” she said.

Hontiveros also urged the Senate to defend De Lima from the unjust tirades of the President.

“I hope that the Senate, as an institution, will rise to the challenge and defend the integrity of one of its members, even as it tries to find ways to peacefully and prudently resolve this matter,” she said.

Resorting to personal attacks does not help in discourse between government officials, Vice President Leni Robredo said Thursday.

"Iyong sa akin ay puwede naman na nag-disagree tayo on issues pero sa diskusyon whether nag-a-agree tayo o disagree kailangan pakinggan natin ang bawat isa, kailangan kahit iba sa paniniwala natin, magrespetuhan," she said.

She added: "Kasi tayo namang lahat, kaya tayo nandito para to bring out the best on people, 'di ba? 'Pag binababa natin ang discourse sa personalan, baka ang na-bi-bring out natin ay ang worst in people."

Robredo added that the conversation must focus on the issues at hand.

The Vice President issued the remarks in light of a recent spat between President Rodrigo Duterte and Sen. Leila de Lima.

Robredo said she is saddened by the matter.

"[N]akakalungkot na kailangang personalan ang laban," she said in a chance interview in Naga City, where she is attending activities in commemoration of the fourth death anniversary of her husband, Jesse Robredo.

"Dapat tayo, kaming lahat, si Presidente, ako, si Sen. Leila, ang lahat ng government officials kailangan maging inspiring kami. Hindi lang para sa ibang mga government officials pati na sa ating mga kababayan. Kailangang maibalik lang sa issue ang usapin," she said.

The President lashed out at De Lima's criticism of his administration's anti-drug campaign, calling it "politicking" and "posturing."

He said De Lima is "immoral" and named her as the official he was talking about who was allegedly having an affair with her driver.

He added that the senator funded her alleged lover's house with money that "came readily from drugs."

That same day, a teary-eyed De Lima branded Duterte's remarks as "very foul" and a form of "character assassination."

It was during De Lima's time as chairperson of the Commission on Human Rights that an investigation into then-Mayor Duterte's supposed links to the Davao Death Squad was launched. The squad is blamed for vigilante-style killings of mostly petty criminals in Davao City. — BM, GMA News

Liberal Party calls on Senate leadership to support De Lima

In defense of its member Senator Leila de Lima, the Liberal Party on Thursday called on the Senate leadership to uphold the independence of the chamber by supporting a member who is doing her mandated job, but is being criticized by the chief executive.

President Rodrigo Duterte has criticized De Lima for "repeatedly slandering" him over claims of extrajudicial killings in connection with campaign against illegal drugs.

De Lima has called for a Senate probe into alleged summary killings of durg suspects.

In a statement, the LP said, "Senator Leila de Lima is doing her job as a senator of the Republic," the statement sent to media reads .

"She deserves support and not condemnation; respect and not gutter language;  she and our people deserve the facts, not innuendo.

The LP is calling on the Senate President to show support to De Lima, even as it said that the Party stands for a free and open debate for due process of law and respect and process of law and respect and civility in public disclosure.

Duterte on Wednesday identified De Lima as the human rights crusader who had repeatedly "slandered" him in connection with alleged extra-judicial killings.

"You want to know the name? De Lima," he said in a press conference in Ninoy Aquino International Airport Terminal 3.

Duterte said De Lima once vowed that she would prove that he, as Davao City mayor, was involved in extra-judicial killings in the city and to the vigilante group Davao Death squad, the so-called DDS.

MANILA, Philippines – A day after the highest official of the land made true his threat to "destroy" her, Senator Leila de Lima responded to the attack of President Rodrigo Duterte.

On Thursday, August 18, De Lima called on Duterte to give her a "fair fight" as she has no plans of backing down from pursuing the Senate inquiry into alleged extajudicial killings in the war on drugs, which begins next week.

De Lima believes that the President committed "abuse and misuse of executive power" and displayed conduct unbecoming of his position when he attacked her in public without even hearing her side first, as guranteed by Philippine laws and the Constitution under the country's legal system.

Below is her full statement:

Words cannot express what I am feeling right now. I guess no one can, because no one has ever been attacked in such a manner by no less than the highest official of the land, until now. How does one defend oneself, when the attacker is immune from suit, and has all the backing of executive power to support him in his personal attack? This is no less than abuse and misuse of executive power. I don’t think the Constitution has ever contemplated such abuse of power on such scale, as it assumes every President to conduct himself in a manner befitting the office he holds.

It seems that this is not the case for this President.

If this is his way of stopping the Senate’s investigation on the extrajudicial killings, he can try until he finally silences me or the Senate. But I think it is already clear that what is being done to me is what will happen to anyone who does not bow to the wishes of the President. If stopping the Senate investigation is the only way for these personal attacks by the President and his men to also stop, believe me I have already thought about that.

Mas nanaisin ko na kayo at inyong gobyerno ang magbaon sa akin kaysa ako ang magbaon sa aking sarili. Alam ko pong may mga kaso kayong hinahanda laban sa akin. Hihintayin ko na lamang na isampa ninyo ang mga reklamo at sa tamang panahon ko na po sasagutin, kung bibigyan ako ng pagkakataon ng inyong gobyerno na ipaliwanag ang aking sarili at ibigay ang aking panig.

The presidential legal adviser says President Duterte does not have to apologize for holding De Lima accountable for misdemeanor as a public official

MANILA, Philippines – Chief Presidential Legal Counsel Salvador Panelo said there is no reason for President Rodrigo Duterte to apologize for his unflattering remarks about Senator Leila de Lima.

"Bakit naman mag-sorry? May ginawa ba siyang masama doon? (Why should he say sorry? Did he do anything wrong there?) She had it coming. She had it coming," Panelo told reporters on Thursday, August 18, at Malacañang Palace.

Panelo said Duterte's decision to publicly claim De Lima's driver was her lover and that he may have been linked to drugs was his reaction to De Lima's own "character assassination" of the president.

"For 6 years, Senator De Lima has disparaged the reputation of PRRD (President Rodrigo Roa Duterte) as being behind the Davao Death Squads but during her stint as Chair[person] of the Human Rights Commission and Secretary of Justice she never filed any criminal complaint against PRRD," said Panelo in a statement.

The presidential legal adviser also said De Lima should be held accountable even for personal misdemeanors as having a lover linked to drugs.

"Remember, the information given by President Duterte is in relation to her being a public [official] and her demeanor as one...If you do an illegal act or an act which is contrary to the demeanor of a public official, then you open yourself to criticism or to a report to the nation, in relation to your acts," said Panelo.

Panelo also refuted claims that Duterte's scathing words constitute "character assassination" as claimed by De Lima.

De Lima, he said, has yet to deny Duterte's allegations.

"In her press conference she called, she did not deny nor refute the information. Character assassination predicates the adverse information on the conduct of a person as being false," said Panelo.

Panelo's defense of Duterte comes after the President blasted De Lima for "immorality" for supposedly having a lover with links to drug money in a speech aired on national television.

Duterte only cited a "CD" as proof of De Lima's supposed immoral behavior.

De Lima, fighting back tears, called Duterte's remarks "very foul" and claimed it was character assassination timed before the Senate probe into extrajudicial killings linked to the war on drugs. De Lima is leading the probe.

She later on accused Duterte of using his power as President to silence any opposition.

Panelo said that "as an official policy," Duterte "welcomes any investigation by any entity or any branch of the government on the extrajudicial killings." – Rappler.com
