Duterte-Cayetano: Corruption and disorder, bad for people’s health; women worst hit by lack of healthcare services
 
Saying that rampant corruption is eating away government resources meant for healthcare services, Davao City Mayor Rodrigo Duterte and Senate Majority leader Alan Peter Cayetano today vowed to implement an "orderly health care system" that accommodates all Filipinos.
 
At the duo's "Ronda-Serye" listening tour at the Philippine General Hospital (PGH), indigent patients and their families voiced out concerns like the long lines they endure to get medical attention, high out of pocket expenditures, and the strain of relocating to Manila to get treatment from the government-run hospital.
 
"This is unacceptable! Kitang kita ang resulta ng gulo at korapsyon sa serbisyong pangkalusugan ng tao. Ang mahihirap, ‘di tinatanggap sa mga pribadong hospital dahil walang pambayad. Sa pampublikong opstial naman, sasalubungin sila ng kulang na pasilidad,” Cayetano said.
 
Women worst hit
 
Duterte and Cayetano also lamented the lack of adequate healthcare services for women. Cayetano said at the national level, 4 out of 10 women are not covered by Philhealth - either as members or as dependents, while 6 of 10 women in the Autonomous Region of Muslim Mindanao (ARMM) are not yet members.
 
"It's ironic that we are celebrating women's day now, yet, women experience the worst of the inadequate health care programs due to government corruption," Cayetano said.
 
"Exhibits A and B"
 
To address these, the tandem said that Davao and Taguig are their Exhibits A and B. "In our cities, our principle is, the government comes to the people. In Davao, they have the Central 911. In Taguig, we offer door-to-door delivery of medicine," Cayetano said.
 
Cayetano said that they will bring this principle as they push for the full coverage of PhilHealth, as well as the full implementation of its “zero billing” services. They also plan to build more public tertiary hospitals abd regional specialty hospitals in the regions so people will not flock to Manila for treatment.
 
Anti-hospital deposit law
 
Cayetano also vowed to ensure the full implementation of Republic Act No. 8344, also known as the “Anti-Hospital Deposit Law,” which prohibits hospitals to demand advance payments before admitting patients in need of emergency treatment.
 
Moreover, the tandem wants to increase the budget of the PGH as its P2 billion budget for 2016 is lower by almost 60% compared to the previous year."With our bold and swift solutions, we will end corruption and disorder, and realize a compassionate and efficient healthcare system for all," he concluded.
