Communism in the Philippines Weakening?

"Surrender is their safest passage and most viable means to renew their lives."

This is how LTC Oscar Lasangue, group commander of the 3rd Civil Relations Group, Civil Relations Service of the Armed Forces of the Philippines (CRSAFP) based at Camp Lapu lapu in Cebu City, interpreted the voluntary surrender of a Boholano ranking red fighter along with his wife and an NPA member to the 78th Infantry Battalion last month.

"The deteriorating morality of the Communist Party of the Philippines (CPP), its armed wing New People's Army (NPA), and the National Democratic Front (NDF) demoralizes the remaining cadres as the unremitting exposure of its above ground alliances weakens their network," according to Lasangue.

The three former rebels were identified as Paulino Lingues alias Gido or Verge, also known as 3 37, a native of barangay Dagohoy, Bilar, Bohol and is now presently residing in Sitio Libo, Tayud, municipality of Consolacion, Cebu and a cadre officer (CO), Platoon 2, Southeast Front (SEF), Komiteng Rehiyonal Sentral Bisayas (KRSB) based in Negros Oriental; his wife, Flordelis Manulat alias Pamela, 27, of Lawaan, Danao City.
        
Pamela used to be a regular NPA fighter as squad member of the defunct Front Committee 2, KRSB based in midnorth Cebu but laid low from the movement in 2006 after she delivered her second child.

The third surrenderee was Rey Getio alias Enick or Romnick, 25, a resident of barangay Kagbao, Tuburan, Cebu, also a squad member of KRSB.

In an interview with the local media, Lingues confessed that he was convinced by his wife to surrender on May 12, after she sought advice from Danao City Mayor Ramonito Durano, in consideration of a better future for their two children.

It was learned that the couple used to operate in Cebu and Bohol provinces and indulged in combat operations within the movement and engaged various encounters with the military elements.

From 1992 to 2000, Lingues- -based in different areas of Bohol and as vice squad leader- -successfully disarmed a member of the Provincial Mobile Group in Carmen, Bohol while conducting checkpoint on October 1997 and the implementation of no permit-no campaign policy and even disarming then electoral candidate Mayor Robert Torrefranca with one armalite rifle and caliber 45 pistol and burned the Paj cro.

He joined the revolutionary movement in 1982 at the age of 10 as and joined vice team leader of the group called "Grupong Tig organisa Baby" organized by the NPA to integrate the youth sector and later on the creation of "Hukbo" in Bohol province.

Lingues admitted that life had been harsh in the revolutionary movement, especially when he was subjected to a disciplinary action for committing sexual opportunism with alias Jed, a student undergoing NPA exposure in Bohol.

"The futility of fighting is spread throughout the CPP NPA NDF organizations like an endemic and communicable disease. Now, those clearly disillusioned with their artificial ideology and posturing as fighters of the people, are their worst adversaries. For the ultimate evidence of their absurdity are the rebel returnees, who have grasp of how a person is diminished when he/she enters the underground movement," Lasangue said.

After they were presented before Cebu Governor Gwendolyn Garcia last May 22, attended by Lasangue; Col. Allan Luga, commanding officer of the 802nd Brigade; and LTC Raymundo Banares, commanding officer of the 78th 113, PA.

The three former rebels will receive financial assistance amounting to P30,000 from the provincial government of Cebu and P20,000 to P50,000 worth of livelihood package from the Social Integration Program of the Office of the Presidential Adviser on the Peace Process (OPAPP), to enable them to live peaceful and productive lives with their respective families and within their chosen community.
