What is this news about Mayor Lim obstructing the sangguniang panglungsod in its efforts to get an explanation from one of the department heads of the city government? I guess, our officials must bear in mind that they are being elected by the people for the primary purpose of addressing the various needs of the city's constituency. Can anyone give me any idea why suddenly what seems to be a regular and simple procedure become a subject of a critical news item in the newspapers and the airwaves?
