Associate Justice Ingles Calls for Transparency

Boholano Associate Justice of the Court of Appeals Gabriel Torero Ingles urged all government employees, stationed high and low, to be "transparent and accountable because of the trust reposed upon us by the public.”

Ingles was the keynote speaker during the reunion of the Dekada 70's - or the graduates or students of the Holy Name University (then Divine Word College) during the 1970's- during the TBTK festivities here recently.

The former dean of the College of Law of the University of San Carlos (1994-2000) said that men in government are there to"serve others and not to enrich themselves, that service to others demand sacrifices."

             Associate Justice Ingles ,a cum laude Law graduate with a Masters degree in Philosophy -- was reportedly on the :"top of the list" of president Benigno Aquino to fill in the CA vacancy.

           He drew national attention when as Presiding Judge of the Regional Trial Court Cebu City Branch 58 (starting 2001) , he refused a P 45,000 a month allowance from the local governments of Cebu and Cebu City to maintain his independence. When appointed as Associate Justice, he did the same independent move by refusing the tempting P 65,000 a month allowance from the local governments.

                   Said the product of the SSps and the SVDs education - that the reason he gave away such hefty amounts is because "local governments can be a party or are parties to cases and receiving money or favor from them, albeit legal, is not proper- because it will give the perception of dependence and partiality."

             The TOBAW (TBTK world wide achievement award) awardee in the field of law further clarified " In the judiciary, if one were to be faithful to the people's trust and continue to retain tha indispensible trust, perception of independence and impartiality is as important as factual independence and impartiality."

               "If one cannot be perceived as independent and impartial,one does not have any business being a judge.", he quoted.

                 Commending on the high drama at the senate impeachment court last Tuesday Justice Ingles said "Corona-by demanding that others also execute waiver on all their assets- proved he had no intention of disclosing his dollar deposits."

               Chief Justice Renato Corona is facing impeachment currently.

               In the same keynote address, Associate Justice Ingles also called on the private sector to assist the government:" Let us persist in our dream of fighting corruption,social justice, eradicating patronage and bringing about participatory politics."

                 He elaborated that whether we are in the public and private sector we should discern whether "we are part of the problem or the solution."

                     The former IBP (Integrated Bar of the Philippines" Visayas officer candidly cited:" a number of us have betrayed the passion of our youth by being corrupt , the corruptor, apologists of the corrupt , exploiter or a tool of injustice."

               Associate Justice Gabriel "Gabby" Ingles noted that the present administration has done much in bringing reforms but some of the problems we were fighting for the 70's still exist to some degree.

                 Ingles graduated salutatorian (elementary)at the College of the Holy Spirit and (high school) at the Divine Word Mission Seminary (Quezon City) with honors. He is married to Atty Maria Alice Corominas Lim.

           At 60 years, he is the eldest child of Aurelio Ingles and Cresencia Torero of this city.

Truly, there needs to be more transparency in the legislature, the judicial as well as the executive branches. A very good message , indeed. Keep up the great work, Uncle Boy! :)
