i'd go for glovasa. being a bar topnotcher aside, what caught my attention was his dream of creating a foundation where all 15 mayors in the first district would compose the board of trustees. the yearly "pork barrel" given to congressmen would all go to that foundation which will address three specific priority needs of constituents in the district: education, health care and livelihood opportunities/job creation. That's P70-million each year going to the foundation, or a total of P210-million in a three-year term of a congressman. think about it, for decades (since the Marcos era) we have heard the most popular, and probably the most abused title of infrastructure projects: "farm to market roads". and yet, try going around our countryside, roads are still in bad condition. ever wonder where all that billions spent in more than half a century for "farm to market roads"?
basic needs first.
