DO Mosquera bares plans for OMB-Luzon15 June 2012
Newly-appointed Deputy Ombudsman for Luzon Gerard Mosquera vows to strengthen OMB-Luzon’s field investigation and the prosecution of cases to increase its chances of securing a conviction in support of the eight-point roadmap of the Office of the Ombudsman.
Speaking during the Office of the Ombudsman’s weekly radio program, “Ombudsman Ngayonâ€, DO Mosquera likened the two components to a double-barreled shotgun. “Kung malakas ang ebidensiyang nakalap ng field investigators, at mahuhusay ang ating mga prosecutors, mas malaki ang chances to secure convictionsâ€. “Ombudsman Ngayon†airs every Wednesday, 10-11 am over government-run radio station DZRB- Radyo ng Bayan (738 khz).
He said that upon his assumption as DO for Luzon, his observation was that “we have a very strong manpower complementâ€, although he was quick to acknowledge that OMB-Luzon may need around 20 – 30 lawyers to attain and sustain a zero-backlog in the disposition of cases, which is among Ombudsman Conchita Carpio Morales’ eight-point agenda.
DO Mosquera also said he has ordered an inventory of all pending cases before OMB-Luzon, leading to a mapping of cases, to determine the areas in his jurisdiction where the bulk of said cases originate. He said this will help him ascertain how to prioritize. “Dito natin malalaman kung saan ilalagay ang limited resources na meron tayo to achieve a certain level of impactâ€, he said.
He also bared plans to promote ongoing reforms in OMB-Luzon, “may konting innovation, konting additionâ€, to make it more effective.
He said he also intends to aggressively pursue at the OMB-Luzon the “Oplan Multo sa Gobyernoâ€, one of the pioneer anti-corruption programs of Ombudsman Morales now being implemented at the OMB Central Office. The program aims to weed the bureaucracy of ghost employees. He said though that it has to undergo review to make it “custom-fit†into the needs of OMB-Luzon because of its unique geographical framework.
The former Presidential Commission on Good Government (PCGG) Commissioner said his appointment as DO for Luzon is both a blessing and an opportunity to help in the battle against graft and corruption which is now gaining ground.
He said it is also a great challenge “especially since Ombudsman Morales has set a very high standard in the battle against corruption and it is a unique honor and privilege to serve under her at this precise period in our country’s historyâ€.
DO Mosquera said he intends to promote a whistle-blowing culture by encouraging well-meaning civic-minded citizens to report through text or email corrupt activities particularly ghost employees in government agencies and unlawful acquisition of wealth by public officials and employees. He said, “pag merong nakitang katiwalian, it’s our civic duty, hindi lang pagkuwentuhan, kung hindi magsumbong, para magkaroon ng pagbabago.â€
