The sad ending of the public career of Elvira Clenuar, municipal accountant of Panglao, was summarized in an 11-page decision handed down by the Office of the Ombudsman-Visayas where it found sufficient evidence for serious dishonesty and conduct prejudicial to the best interest of the service.
The penalty was harsh by any standard.
Aside from dismissal from service, the accountant during the time of ex-mayor Doloriech Dumaluan was also meted out the penalties that included cancellation of eligibility, forfeiture of retirement benefits and perpetual disqualification from reemployment in the government service.
Following her resignation as municipal accountant during the time of acting mayor Pedro Fuertes, who took the place of Dumaluan when the latter was suspended, she was taken in as head accountant of the Flushing Meadows Resort in Dao, Dauis.
Dumaluan, her superior during her stint as municipal accountant, was also named respondent in the administrative case. It was filed by Councilor Cerino Hormachuelos. The ex-mayor, however, was cleared of his involvement in the administrative charges.
