New Panglao mayor wants Dumaluan Beach Resort closed

Panglao Mayor-elect Benedicto Alcala said the Department of Environment and Natural Resources (DENR) must implement the closure of Dumaluan Beach Resort which is still operating despite a re-execution of a cease and desist order (CDO) issued by the Environmental Management Bureau (EMB) regional office last May 28.

The incoming mayor, who will assume office on June 30, reacted to comments that the municipal government is not doing its role in supporting the DENR with regards to continued violations of some resorts on environmental laws.

He said the DENR must carry out the re-execution of the cease and desist order (CDO) against Dumaluan Beach Resort since the order emanated from their office.

Alcala indicated that he wants the issue resolved once and for all before he assumes as mayor on June 30.

Otherwise, the mayor-elect said, his political arch-rival, suspended Mayor Doloreich Dumaluan, will keep on using the resort closure as a case of "political harassment" being instigated by his camp.

Alcala pointed out that Dumaluan could not accuse him of political harassment since he is not in power while the latter has been serving mayor until a 6-month suspension order was meted out by the Ombudsman.

Upon his assumption as mayor, Alcala vowed to implement laws without bias.

RESORT STILL OPERATING

Reports reaching the Chronicle revealed that Dumaluan Beach Resort is still operating despite a promise made by its owner to voluntarily close down the establishment after guests are given time to check out.

It may be recalled that a team led by Environmental Management Bureau (EMB) Bohol head Nestor Canda, CENRO Samuel Racho together with a police team, served the CDO last May 28. However, Canda allegedly received threats. Since that time, Canda could not be reached for comments. He avoids media interviews.

The outgoing mayor allegedly threatened to do harm to the DENR officials and later agreed to close his resort within three days.

The issuance of the CDO stemmed from the resort's violation of PD 1586, or for operating without an environmental compliance certificate (ECC).
