A key figure in the 2004 rape-slay in Panglao town has implicated Ex-Mayor Doloreich Dumaluan as the brains behind the crime.
A self-confessed participant in the celebrated 2004 rape-slay of the teenage girl pointed to the former Panglao mayor as the mastermind to the crime that shocked the once-peaceful tourist town.
In response to the confession, formal charges were filed against Dumaluan and three others in connection with the rape and killing of Vivian Dumaluan in Barangay Bolod, Panglao before the Office of the Provincial Prosecutor (OPP) of Bohol last March 18.
Aside from the former mayor, also named in the complaint were his brother, Teofredo alias Pingmay, Narciso Maghamil and Romeo Lapinig. Pingmay was said to be the employer of the victim.
Maghamil, who was the only one originally charged in connection with the case, is already detained at the Bohol Detention and Rehabilitation Center while the mayor's brother was named respondent in an information docketed as no. 07-5016 which is still awaiting resolution by the OPP.
Ex-mayor Dumaluan has denied the accusation, saying the charge is nothing but frame-up and fabrication motivated by political interest.
