It's too early to make a judgement call on whether Panglao Mayor Benedicto Alcala has the balls in their right places.

We are referring to calls made by some quarters that the ball is now in his court. The mantra is that if he is made of the right stuff in going after his political nemesis whose Dumaluan Beach Resort continues to defy a closure order from the Department of Environment and Natural Resources then he is the right man at the right time.

Of course, we understand the mayor's calculated moves. He is dealing with an extraordinary character who gave no qualms to use his money and influence in getting off the hook whenever he is caught in several uncompromising positions.

Former mayor Doloreich Dumaluan's belligerence is legendary and the more he looks like cringing in the corner helpless and defenseless the more he is capable of pulling off surprises.

He can afford to cling at straws if he sees to it that his very existence is in peril.

And he is one guy who cannot be intimidated with court litigations. He ate them for breakfast and it shows.

Why is Dumaluan appeared undaunted by court cases?

For one, he has the money to finance long drawn court battles. It is as if court cases are becoming second nature to him that any legal obstacle thrown his way makes his day.

Of course, there's end to everything. Sometimes the runner stumbles and Dumaluan is no exception.

Very soon, he will find his match. It may be true that the patience of Mayor Alcala can be stretched like a rubber band but it can snap anytime.

Snap it will if Dumaluan will continue to run roughshod with the law.

For Mayor Alcala he is well aware that the people of Panglao who voted him into office have high expectations that they have found the right man in dealing with Dumaluan's recalcitrance.

For now they are giving him the benefit of the doubt.

If push comes to shove, what is there to look forward is a mayor acting like a two-fisted gunslinger. As such, he is likened to a new sheriff in town armed with six shooters and out to eliminate any lawless element sowing terror in a peaceful town like Panglao.
