SP puts off demolition of Choco Hills complex bldgs.

Chocolate Hills complex in Carmen town "shall comply first the legal requirements for demolition" of the old and dilapidated buildings of the complex.

The Sangguniang Panlalawi-gan here approved the recommendation of the joint committees on government properties and tourism chaired by Board Member Amalia R. Tirol, who rendered the report during the session yesterday, and BM Ester Corazon Galbreath, respectively. The session was presided over by acting Vice-Gov., senior BM Cesar Tomas Lopez.

Also, the local government unit of Carmen town "must get a consent from the Provincial Government of Bohol regarding the development plan of the complex since the province is the registered owner of the buildings and structure to be demolished," said Tirol.

The provincial board also approved the committee's recommendation for Carmen to secure clearance from the Commission on Audit as to the value of the building to be torn down based on provincial legal officer Atty. Handel Lagunay's endorsement.

The move to put off the demolition approval came following BM Ester Corazon Galbreath brought to the SP's attention on Carmen's plan to demolish the structures.

The Carmen Sangguniang Ba-yan has passed Resolution No. 155, series of 2008, giving go-signal to Mayor Manuel Molina to implement the "progressive demolition" of the complex's buildings because they are no longer serviceable and already dilapidated.

It was not immediately known what would Carmen officials do after SP's move.
The municipality of Carmen runs the complex since it was allowed under the expired Memorandum of Agreement between the provincial and Carmen.

The province did not attempt to take over the complex management even after the expiration of the MOA in the 1990s. Under the MOA, the municipality gets the share of 70% and the provincial government, 30% of the proceeds of the complex.(Bohol Inquirer)
