Philippines slips in global peace ranking

THE Philippines experienced a worsening peace and order situation last year, a survey released by international think tank Institute for Economics and Peace showed.

Carrying a score of 2.574, the country dropped 10 notches to settle at 130th place and was included in the list of "top fallers" like Cyprus, Russia, Georgia and Syria.

"The Philippines' slide in the GPI (Global Peace Index) rankings echoes rises in the archipelago's indicators of internal conflict and crime. Several regions experienced a worsening security situation in 2009," the report said.

Specifically, the report said the number of deaths due to conflict between state troops and the Abu Sayyaf reached 163 in 2009 from 82 in the previous year. The country got 2.327 points in 2009.

The collapse of peace negotiations between the National Democratic Front (NDF) and the departing Arroyo administration in 2009 contributed to the poor ranking as well as the escalation of crime incidents.

"Violent crime is high in many districts and armed guards are routinely deployed to defend private property. Kidnap-for-ransom is also a high risk, especially among the ethnic Chinese community, which is perceived as wealthy and willing to pay a ransom to secure the release of an abducted relative," the think tank said.

Except for the reclusive Myanmar, which placed 132nd, the Philippines' security situation paled in comparison to fellow Southeast Asian nations Malaysia (22nd), Singapore (30th), Vietnam (38th), Indonesia (67th), Cambodia (111th), and Thailand (124th).
