by Mayen Jaymalin, Philstar.com - The Philippines will no longer deploy overseas Filipino workers (OFWs) to 15 countries considered as unsafe.

Philippine Overseas Employment Administration (POEA) chief Hans Cacdac said the POEA governing board has approved a resolution restricting deployment to 15 countries found not compliant with the requirements of the amended Migrant Workers Act starting July 15.

These countries are Afghanistan, Chad, Cuba, North Korea, Eritrea, Haiti, Lebanon, Mali, Mauritania, Nepal, Niger, Palestine, Somalia, Uzbekistan and Zimbabwe.

Cacdac said a copy of the resolution had been published in a national newspaper.   

The government imposed a deployment ban in Afghanistan and Lebanon several years ago due to hostilities there.

Cacdac said a total deployment ban remains in effect in Iraq, except in Kurdistan, while the government is undertaking a review.

He said POEA is also awaiting the assessment and recommendation of the Department of Foreign Affairs (DFA) on the Vatican and Monaco.

“Our post in Monaco and the Vatican have something to look into, but it has nothing to do with the two countries being unsafe, that is why the deployment continues,” Cacdac said.

Is even the center of Catholicism now unsafe for overseas Filipino workers (OFWs)?

Not really, it simply appears to be a case of the bureaucracy at work—or not.

The Vatican is among 19 countries—including Monaco, North Korea, Zimbabwe and Afghanistan—that have yet to be certified as safe for OFW deployment by the Department of Foreign Affairs (DFA), the Department of Labor and Employment said Monday.

Labor Secretary Rosalinda Baldoz said the Philippine Overseas Employment Administration (POEA) governing board had approved 32 countries—including Kuwait and Saudi Arabia—for inclusion in the list of countries compliant with the safety requirements of the amended Migrant Workers and Overseas Filipinos Act.

This has left 19 countries that have yet to be certified as being safe for OFWs. Of the 19, the POEA has yet to receive the certifications for the Vatican and Monaco, Baldoz said.

She said the 32 countries were certified as safe for OFWs after the Congressional Committee on Overseas Welfare Affairs asked the DFA to consider “partially compliant” countries as being “compliant without prejudice to negotiations for the protection of household service workers.”

The 19 countries that have yet to pass the POEA board review, aside from the Vatican and Monaco, were Afghanistan, Chad, Cuba, North Korea, Eritrea, Haiti, Iraq, Lebanon, Libya, Mali, Mauritania, Nepal, Niger, Palestine, Somalia, Uzbekistan and  Zimbabwe.

Under the Migrant Workers and Overseas Filipino Act, the DFA has to certify countries as having adequate protections for OFWs, with the certification approved by the POEA board, before deployment can take place. Philip C. Tubeza

so yes, it's not really that the vatican and monaco are unsafe for pinoy workers.  it's just putting it down on paper that the two are safe.  in other words, bureaucracy and paper work.

yes, but unfortunately only in so far as pinoys and potential ofws are concerned.  i doubt if it matters to the vatican and monaco.  sa tinuoray, pwera sa maayo ug tarong as usual, badlungon sad intawon ang uban natong manrabaho sa gawas. 

somewhere in the web, from newspapers, are declarations from a vatican cardinal that filipinos ought to emulate pedro calungsod.  i reacted a bit here (on the defensive, kintahay).  why man was this necessary to be said so?  wa man ko kadungog nga naay vatican cardinal nga niingon nga albanians should emulate mother teresa... 

with apologies (this is not a sweeping statement, please) ang ubang pinoy didto sa italy ug vatican gakiat ang agi, maayong igaid ug taoran ug chastity belts nga gitay-an.

kamong mga tarong, kini nga post di para ninyo.
