Former police Sr. Supt. Cezar Mancao III is expected to be transferred to the safe house of Department of Justice –Witness Protection Program (DOJ-WPP) anytime soon.
Justice Secretary Leila de Lima presided over the meeting regarding the transfer of Mancao to the safehouse after the former police superintendent categorically expressed his preference to be placed under the custody of the DOJ-WPP and not the National Bureau of Investigation (NBI).
De Lima directed on Monday NBI Director Magtanggol Gatdula to sanction his official- Deputy Director for Intelligence Services Ruel Lasala - as she reiterated the WPP coverage on was never been suspended nor terminated.
While she agreed with the NBI that Mancao remained an accused in the Nov. 2000 killings of publicist Salvador “Bubby†Dacer and his driver Emmanuel Corbito, the Manila Regional Trial Court (RTC) has yet to discharge him, de Lima said.
DOJ-WPP did not suspend nor terminate the WPP coverage on the former police officer, she said.
De Lima said she directed Gatdula to sanction Deputy Director for Intelligence Services Ruel Lasala for saying that the WPP coverage of Mancao was suspended.
“Mancao is still in the custody of the NBI. WPP director Leo Dacera notified the bureau to take custody of Mancao. There was no mention that there was suspension of WPP coverage (referring to letter of Dacera). I made a mistake in the choice of words. He is still covered by the Witness Protection program,†said Lasala.
