Davao City IP rep urges establishments to comply with halal ordinance

DAVAO CITY, March 9 (PNA) –- The Indigenous People’s (IPs) representative in the city council urged business establishments in the city to fully comply with the provisions of the city's halal ordinance.

Councilor Halila Sudacar made this call after she noted that only three supermarkets are complying with the law, which was approved last year. Davao City's Halal Ordinance is considered a first in the country.

Establishments violating the provisions of the ordinance have been urged to comply with its provisions or be penalized.

The warning came after Muslim leaders complained about the failure of some supermarkets to implement the ordinance.

"It is deemed implemented even without an Implementing Rules and Regulations (IRR) and should be complied with," said Sudagar.

Sudagar said supermarkets are mandated to follow the halal ordinance even without the IRR because the ordinance itself is clear and provides provisions for its implementation.

"So far there are few supermarkets implementing the halal ordinance and these are NCCC, S&R and Abreeza," she said.

Under the halal ordinance, all supermarkets and grocery stores selling raw and processed meat, fish and seafood are mandated to segregate halal from non-halal or haram food products. The segregation is required from delivery to storage and even in the slicing, weighing and carrying of the products in carts or baskets.

Establishments found violating the halal ordinance will be slapped with the following penalties: a fine of PHP500 to PHP1,000 for first-time offenders; a fine of PHP1,000 to PHP3,000 plus suspension of business permit and license to operate from three to six months for second-time offenders; and a fine of PHP3,000 to PHP5,000 plus revocation of business permit and license to operate for third-time offenders.

Sudagar said complainants should submit a written letter of complaint to any of the following offices: City Veterinarians Office, City Health Office and Business Bureau. (PNA)
