The Land Administration and Management Project phase 2 (LAMP-2) conducted a workshop on Rapid Land Tenure Appraisal (RLTA) last June 17 in Loon.
RLTA is the process of information gathering undertaken by the barangay local government unit (BLGU), purok officials and leaders with the guidance of LAMP-2 social development (SD) staff.
Rapid as it is, the activity’s time frame only runs from one to three weeks.
RLTA is the first activity that follows survey validation in the barangays of a municipality concerned, considering that it will show how cooperative and active are the barangay officials in helping determine priority barangays (first five barangays of entry).
RLTA determines potential lots, referring to the untitled lots as projected in the Cadastral Index Maps (CIM) and based on CENRO’s validated record on its status.
On the other hand, workable lots refer to agricultural untitled lands that exclude lots with disputes that have been registered in court, lots that still require segregation and/or subdivision surveys, and lots with absentee claimants for whom there are no known addresses.
RLTA serves as basis to pre-determine the approximate workable lots in a particular barangay necessary for Systematic Adjudication (SA) planning, thus, giving an opportunity for LAMP staff to have an initial assessment on the level of interest and participation of the concerned BLGU to support the project as input to management decision and the SAT in prioritizing barangays.
It also serves as vital input in the conduct of initial validation of the list of land claimants by the Community Development Assistant (CDA) in order to facilitate initial information campaign about the project in the barangays as it gives sufficient time for beneficiaries to prepare and decide on how to participate meaningfully in the project.
This also allows LAMP and the Systematic Adjudication Team (SAT) to see the distribution of residences, subdivisions and improve decision-making.
It also provides more focused social development interventions and allows SAT to plan for the best timing in entering and commencing with SA activities.
RLTA activities include initial meeting with municipal officers, confirmation with the municipal mayor on the arrangements for the orientation of barangay representatives, preparation of the maps, and preparation of materials for RLTA orientation. (Dondon I. Gutierrez/LAMP-2)
