Bicol PWD leaders urged to train in advocacy
NAGA CITY (29 June 2005) -— A national federation of persons with disability (PWD) based in Quezon City is calling on leaders of PWD groups in Bicol to train in PWD advocacy.

Alyansa ng may Kapansanang Pinoy (AKAP-Pinoy) is set to conduct “Training of Trainer Advocates for a National Campaign on Advocacy for PWD” in Bicol this October in Camarines Sur.

AKAP-Pinoy Southern Luzon cluster chair Lauro Purcil, Jr. instructed AKAP-Pinoy media coordinator Alan Pelayo, an advocacy writer and educator based here, to identify at least 20 active leaders of active PWD groups including non-PWD working for the sector for the trainer’s training. He also instructed Pelayo to closely coordinate with local PWD leader Luvino Alvarez and seek the help of Camarines Sur Board Member Ernesto Verdadero, an identified PWD supporter, in pushing through with the activity.

The group, according to Purcil, also acknowledges the effort of Camarines Sur Rep. Luis R. Villafuerte in filing a bill for PWD sector.

The training aims to discuss PWD agenda, its contextual basis and rationale framework in preparation for engagements in the locality, explain AKAP-Pinoy responses and current moves to pro-actively popularize and meet the PWD goals; present the Magna Carta Rights of PWD; enumerate the step-by-step advocacy process and define related concepts; demonstrate needed skills; define basic concepts, principles and values and traits of trainer advocate and formulate concrete tasks for 2005 by cluster.

Organized as a federated group in May 2004, AKAP-Pinoy has been formed to continue the advocacy started by AKAPIN, the official party list of PWDs recognized as a political representative organization of PWD sectors in the country.

The group envisions a unified PWD sector in a disabled-friendly Philippines. Its mission is to unite PWD sector and work for a Philippine society that promotes equal rights, full participation and integration of every person with disability. Among its goals are to encourage all the legitimate organizations for and of PWDs and other interested stakeholders to join AKAP-Pinoy as a national advocacy organization; develop and enhance the capabilities of current and political PWD leaders as advocates of the cause of the sector, establish linkages and network with international and local NGOs, government agencies and other sectors that will support the cause of AKAP-Pinoy and develop and implement a concrete and comprehensive plan on resource generation to sustain the program of AKAP-Pinoy.
