P4-B for employees affected by rationalization plan

Davao City (29 June 2005) -- The government will allocate about P4-billion as incentives to government employees who may be affected by the Rationalization Program of the government .

Rationalization Program (RP) is an Early Retirement program for all government employees. Those whose functions have been declared redundant will be given the option to avail of retirement/separation benefits with applicable incentives, if they choose not to remain in government service and be placed in other agencies.

A whole day discussion on Executive Order 366 was conducted during the Government Service Insurance System (GSIS) Members Conference held at the GSIS conference hall, Davao City. The topic during the discussion is "An Initiative of the Philippine Government Employees Association (PGEA) in Partnership with GSIS."

Speakers include: City Administrator Wendel Avisado; Civil Service Commission (CSC) XI Director 1V Annabelle B. Rosell; PGEA National President and Member, GSIS Board of Trustee Esperanza S. Ocampo; ABM Fatima Alvares, Assistant Regional Manager - Operaions, GSIS Davao; and Maria Fe Dingding-Hajagna of the Department of Budget and management (DBM).

Under the Rationalization Plan , government will be able to eliminate redundancies in its operations and focus its resources on its vital functions. The bureaucracy can concentrate on work that must be done by government; minimize, if not eliminate, overlapping and duplications of functions and improve its systems and procedures.

Savings from Personal Services to be derived from this undertaking would be retained with the Department/Agency and may be used to fund the priority programs and projects under the 10-Point Agenda of the Administration and the salary increases/incentives of government, personnel, subject to guidelines to be issued by the DBM.

RP covers all Departments of the Executive branch and their units/bureaus, including all corporations, boards, councils, commissions, task forces and all other agencies attached under the administrative supervision.

While it is not mandatory, Constitutional Offices, the Legislature, Judiciary and State Universities and Colleges may voluntarily apply the parameters of the RP, if they opt to review their respective operations and organization. (PIA-RPalacio)
