Persons involved in examination fraud barred from taking civil service test
Davao City (29 June 2005) -- Private individuals found involved in any form of examination fraud shall be barred from taking any civil service test.

The Civil Service Commissioner (CSC) disclosed this announcement as it issued a disqualification rules for private individuals found involved in examination irregularities, intensifying its drive in curbing exam anomalies.

"Good moral character is essential among applicants for civil service examinations to set a high standard of ethics in the recruitment for government service," said CSC Chair Karina Constantino-David.

The CSC chief said the disqualification shall be based on "lack of good moral character as manifested specifically by a private person who directly or indirectly employs any form of cheating in the acquisition of civil service eligibility."

A private individual refers to any persons not employed in the government under existing civil service law and rules.

The disqualification proceedings, David explained, shall begin with an initial fact-finding investigation following the discovery of an irregularity that might have been committed before, during or immediately after an examination.

This stage would involve scrutiny of records and documents available with the CSC and those submitted by the individual. During the investigation, the individual may submit affidavits.

Should a probable ground for the disqualification of the individual from taking future examinations exist, the action officer who conducted the fact-finding investigation shall initiate disqualification proceedings before the CSC Examination, Recruitment and Placement Office or the CSC Regional Office.

The individual shall be required to submit his or her comment on the case within three days from receipt. Failure to do so would have the individual's right to comment waived.

If substantial evidence is established and the individual is finally found to have committed any form of exam irregularity, his or her name shall be entered in the list of disqualified applicants and shall be barred from taking any civil service exam on the ground of wanting of good moral character. The individual's eligibility shall likewise be ordered cancelled. (CSC-XI/PIA-RPalacio)
