STATEMENT ON THE LTFRB PLAN ON DRIVER EDUCATION FOR JEEPNEY DRIVERS
 
Considering the sheer numbers of jeepney drivers in Metro Manila and other regions of the country, the Land Transport Franchising and Regulatory Board (LTFRB) simply does not have the personnel nor facilities to conduct its planned driver education for the public utility jeeps (PUJ) sector.
 
The solution I propose for this situation is that LTFRB team up with the Technical Education and Skills Development Authority (TESDA) which has: (1) certified experts on driving and automotive technology; (2) training centers; and (3) linkages with local government units.
 
TESDA can conduct the training for jeepney drivers not just in the training centers but also at the barangay level, which would be more convenient for the drivers and mean better compliance from them.
 
Jeepney drivers would further benefit from TESDA certification, which the drivers can use to even seek other employment opportunities which require TESDA certification.
 
As to the funding, LTFRB, TESDA, and the Interior Department could confer with each other to ascertain where they can source funds from within their respective budgets and possibly even from available funds from the Office of the President.
