CIDA wants Knowledge Management Adviser

The Philippines Canada Cooperation Office (PCCO) is currently looking for an individual who will be hired as a KNOWLEDGE MANAGEMENT ADVISER for CIDA.  S/He will assist in improving the CIDA Manila Post capacity and effectiveness in promoting Knowledge Management within the CIDA program.  S/He will ensure that the Post has a better understanding of KM relative to CIDA priorities in the Philippines, assist in the operationalization of the KM strategy, and enhance the technical and institutional capacity of CIDA and CIDA projects. 
 
The contract of the current CIDA KM adviser expires this month.  A new competition to select and hire a part-time local consultant to fill in this consulting position is prompted by CIDA's continuing need for the services of a KM Adviser, to build on and consolidate the results of the initial phase of CIDA's KM efforts.
 
The range of responsibilities of the KM Adviser may include the following:
 
1) Provide advice in operationalizing the CIDA's KM strategy
2) Assist in the development and institutionalization of KM strategies and measurement framework, as required
3) Identify and strengthen KM capacity needs of CIDA Manila Post officers and CIDA project partners, and coordinate the provision of appropriate technical expertise on KM
4) Provide assistance to CIDA Post officers and CIDA partners in finding appropriate solutions to KM challenges/issues as they arise
5) Provide advice on the effective use of ICT to support CIDA's KM strategy
6) Provide assistance to in-country briefings on KM and put together information as needed
7) Organize the conduct and implementation of knowledge sharing activities such as workshops, discussion/learning groups, seminars, lessons learned meetings, etc.
8 ) Document the CIDA Philippines' experience in KM
 
A detailed Terms of Reference (TOR) for this consulting position is attached for your reference (and will likewise be posted at our website at www.pcco.org.ph).  Specific requirements for the position are as follows:
 
1) Senior level experience in the field of Knowledge Management (at least 5 years), working with local and international organizations
2) Knowledge and expertise in setting-up KM systems and in the operationalization of KM strategies
3) Has experience working as a member of multi-disciplinary and multi-cultural teams
4) Preferably knowledgeable in IT tools and communications needs for knowledge sharing
5) Related formal education and special training
5) Experience in development work, and with CIDA, is an advantage
 
This consulting work will be on a part-time, short-term contract with PCCO.  The level of effort (number of work days) is 8 - 10 days per month.  Contract will be up to September 2008.
 
Individuals who are qualified and interested to apply for this consulting position must submit an Expression of Interest (EOI).  In preparing your EOI, please refer to the specific requirements (detailed above) and the attached TOR.  The EOI must be limited to 2 pages (maximum) only and must contain the following information:
 
a.  Complete name and current contact information (email address, telephone and cellphone numbers)
b.  related formal education and special training
c.  related knowledge and experience
d.  specific skills and know-how that will be useful in this consulting job
e.  preferred consulting fee, per day (gross, including mandatory government taxes)
 
Please do not fail to indicate your preferred daily consulting fee in your EOI.  This daily billing rate consitutes 20% of the selection committee's rating system (the other 80% will come from the review of the applicants' qualifications). Professional fees will not be negotiated.
