The Philippines Canada Cooperation Office (PCCO) is looking for an INDIVIDUAL / FIRM who will be hired by one of CIDA's Canadian Executing Agencies (CEA), the Canadian Executive Services Overseas (CESO) to conduct the End-Of-Project Evaluation of the CESO Business Advisory Project in the Philippines - Phase II. 
 
A detailed Terms of Reference (TOR), containing the detailed scope of work and qualifications, is attached for your reference (and also posted at the PCCO webiste at www.pcco.org.ph).  Specific requirements for this consulting position are as follows:

    * Knowledge about capacity development in private sector organizations
    * Experience in conducting CIDA or other international development projects
    * Technical, analytical and sectoral expertise
    * Experience in conducting participatory evaluations
    * Fully acquainted with CIDA's results based management orientation and practices

Individuals/Firms who are qualified and interested to apply for this consulting position must submit an Expression of Interest (EOI).  Please refer to the specific requirements (as detailed above) and the attached TOR when preparing your EOI.  The EOI must be limited to 2 pages (maximum) only and must contain the following information:
 
a.  Complete name and current contact information (email address, telephone and cellphone numbers)
b.  related formal education and special training
c.  related knowledge and experience
d.  specific skills and know-how that will be useful in this position
e.  Indicate availability in March - June 2008 period

Propective candidates for this End-Of-Project Evaluation will be shortlisted based on a desk review of the EOIs.  Shortlisted candidates will be requested to submit the following documents for the final selection process:
 
1.  a 3-5 page proposal outlining how the prospective candidate plans to address the evaluation work - included should be a description of the evaluation methodology that will be used
2.  a tentative budget for the work involved
3.  a sample of past evaluation work
4.  a list of references
 
Reminders:  Only EOIs sent via email will be accepted (we will not accept faxed or hand-carried applications).  A shortlist of successful candidates will be selected within two (2) weeks after the set deadline.  Only the shortlisted candidates will be acknowledged and asked to submit the proposal and other documents for the final selection.  A desk review of the proposals from shortlisted candidates will be undertaken by an Adhoc Selection Committee set up by CESO.
