President Arroyo inaugurates Jagna Port Expansion Project

  President Gloria Macapagal-Arroyo inaugurated the P60.4- million Jagna Port
Expansion Project of the Philippine Ports Authority (PPA) and the P1.8-billion
Bohol Circumferential Road Improvement Project (BCRIP) Phase 2 in Jagna, being the
venue and the most proximate center of the newly-completed flagship projects
respectively in Bohol on Wednesday.
  The President arrived at around 10 a.m. at the Jagna Central Elementary School
oval via presidential chopper after which a short meeting with the local
government officials led by Gov. Erico Aumentado, Mayor Exuperio Lloren and
Bohol’s three solons, Congressmen Roberto Cajes, Edgardo Chatto and Eladio Jala.
  A presidential motorcade immediately followed leading to the Jagna port for the
ribbon cutting and unveiling of the project marker. PPA General Manager Atty.
Oscar Sevilla met the President and her entourage.
  Although the Jagna Port Improvement Phase II is yet to commence pending the
approval of Jagna’s 5th Sangguniang Bayan Resolution No. 25-03-2007 requesting
concern agencies for immediate release of funds, the Phase I was begun on April
12, 2006 and has substantially been completed last March 27.
  The port project improvement also stands to spur economic development in this
fourth-class agricultural municipality and improve the lives of some 32,000
residents spread out in 33 barangays.
  From the Jagna port, the President proceeded to inaugurate the billion pesos,
136-kilometer Phase 2 of the BCRIP by riding an open-type jeep for the 400-meter
inaugural drive through from barangays Pangdan to Poblacion.
  The BCRIP is seen to improve the main road network of the province as it covers 16
towns, thereby reducing the travel time from eight hours to four when one travels
the whole province.
  The concrete road network completes the Bohol road belt by linking up with the
124-kilometer Phase 1 of the project from the towns of Calape to Candijay.
  The Phase 2 starts from Candijay to Guindulman, Duero, Jagna, Garcia-Hernandez,
Valencia, Dimiao, Lila, Loay, Alburquerque, Baclayon, Tagbilaran City, Cortes,
Maribojoc, Loon and back to Calape where it joins Phase 1 of the project that was
earlier completed.
  The opening of the BCRIP funded through a Japan Bank for International Cooperation
(JBIC) loan package will facilitate rapid transport of goods and services, thereby
increasing trade and commerce in the region. It also crucially complements the
country’s pilot nautical links stretching across inner seas.
  In her brief message during the short program at the jam-packed Jagna gymnasium
after the inauguration of the 2 big projects, the President said the government
could now invest more on infrastructure projects with the availability of new
revenues as a result of the tough economic and fiscal reforms she implemented.
  “My popularity rating went down because of the fiscal reforms I made but it
however resulted to the Philippine economy “finally breaking loose from its
historic legacy of lethargy”.
  “The increased revenues realized through better tax collection measures, including
cracking down on tax cheats together with fiscal discipline, has put the
Philippines ‘on path to sustainable economic growth and stability”.
  The President also said that the sound fiscal position of the country continues to
attract foreign investors to pour their money into the Philippines.
  ‘The world is taking notice. The Philippines offers one of the best values in Asia
for domestic and foreign investors and Bohol is one of the favorites of investors
in tourism”, she said.
  Meanwhile the President taped a RO-RO infomercial shot at the Jagna port against a
backdrop of the very serene Mindanao Sea after she inaugurated the Jagna port
expansion project.
  Attired in a light blue pantsuit, the President looking like a professional
commercial model went through the Ro-Ro Infomercial in just a few minutes.
  Documented by the Radio-TV Malacañang (RTVM), the infomercial will be aired on
national television starting May 12 when the Strong Republic Nautical Highway
(SRNH) project turns four years old.
  In the Infomercial, the President encourages passengers to take the Ro-Ro as it is
“dependable and affordable”.
  The President said that the RO-RO is the backbone of trade from Mindanao to the
Visayas to Luzon as it has kept the cost of food down as well as improved the
lives of farmers.
  Right after lunch hosted by Mayor Lloren together with the Office of the Governor,
the President proceeded to Cebu City for another engagement while the Department
of Public Works and Highways (DPWH) Undersecretary Manuel Bonoan, Japanese
Ambassador to the Philippines Ryuichiro Yamazaki and Japan Bank for International
Cooperation (JBIC) Manila Chief Hiroshi Togo and other guests proceeded to
Tagbilaran City to unveil the Kilometer Zero-the marker for BCRIP 2.
  The President’s official entourage included LAKAS-CMD National Campaign Manager
and Department of Tourism (DOT) Secretary Joseph Ace Durano III, Director General
of the Presidential Management Staff (PMS) Sec. Cerge Remonde, DPWH USec. Manuel
Bonoan, Department of Transportation and Communication (DOTC) Undersecretary Maria
Elena Bautista.
