There is some pounding in the port area. It seems that the reconstruction of the L portion of the Jagna pier is now resumed. When this will be completed, it is expected that Jagna commerce will pick up once again. There was once a time when Jagna was the hub of maritime activities but gradually this subsided. Ships plying the Cebu - Maasin - Nasipit - Butuan, Cebu - Cagayan de Oro, Cebu - Mambajao - Butuan and Manila - Gingoog routes call on Jagna. This time, only those who serve the Nasispit and Cagayan de Oro ports pass here. Except for freight ships, which discharge cargo or load copra.

The reason perhaps is that Bohol now offers several ports, which may be exit and entry points for Mindanao and other places. Mindanao could be reached via Ubay or Tagbilaran. Then travelers have other options when going to Camiguin and those are via Nasipit or Cagayan de Oro to Balingoan and eventually Benoni. And those places could be reached via Tagbilaran.

Passenger volume is vastly reduced these days. Ask any calamay vendor.

However, this could still be remedied. Perhaps we should try to observe the operations of the port of Tubigon. The port of Tubigon has many competitors.

There is a barge ferry in nearby Catagbacan. Small ships commute between Cebu and other northern Bohol ports like Talibon and Ubay aside from the port of Tagbilaran. Despite that, Tubigon, a shallow water port continues to thrive.

Of course, some say there is no basis for comparison. The Cebu - Bohol commerce enjoys a bigger volume than the Jagna - Cagayan de Oro and Jagna - Nasipit route combined. However, there are several shallow water ports in northern Bohol that will give Tubigon stiff competition and Tubigon still have the edge. Others say Tubigon has better access to interior Bohol, which is true. That could be the answer.

In the order of priorities, the improvement of the Jagna port comes first. The improvement of the port is going on so we are in the right direction. However, it is not only the physical facilities that must be addressed. Some businessmen have noticed that there are companies, which had stopped shipping via the Jagna port.

Coca Cola had transferred to Valencia, Pepsi Cola went somewhere else, San Miguel Beer depot is now in Ubay. Most of them had used Jagna port. Why is this?

It does not take a businessman to possess a Mensa intelligence to realize that commerce depends upon location and business climate. We are not a manufacturing community; our activities are geared to business. Movement of goods, whether raw materials such as copra or finished products like beer and sift drinks are essential. The faster the turn over the greater the profit.

Then comes the business climate. Some LGUs offer tax shelter to businesses opening in their locality then try to protect them rather than tax them to death.

The loss in taxes can be made up .by labor income since as a business community, we are earning through freight and handling. There was once a move to impose surveillance fees on copra traders. This was questionable since once the tax is paid, the LGU would have to be responsible for the safety of the shipment from theft and losses, a burden, which they would not assume. Luckily, this proposal was abandoned.

If lesser town in southern Bohol showed signs of improvement, perhaps we should. We do not advocate a race or a contest but to be left behind despite our advantage would be humiliating. As we had said in out company one has to innovate or stagnate.
