no, but his deputy, now resigned undersecretary rico puno, underwent a public lynching before he could even defend himself.
Republic Act 8485 (Animal Welfare Act of 1998, Philippines).  Violation means imprisonment of not less than 6 months nor more than 2 years.

i also heard that mr. puno tried going inside the late mr. robredo's condo in manila. is this true?

if so, how unethical and what was he trying to find?

1. puno was ordered by the president to do just that; secure documents/files in robredo's four offices---at the dilg in quezon city, camp crame, national police commission headquarters, and at his condominium.

2.  he had with him a team who did the sealing of documents in those four offices; he himself stayed only at the lobby of the condominium.  they logged in, thus his name appears in the condo's logbook.  only an idiot would write his name on a logbook as proof of his presence if he had something else in mind.  they took nothing and left in 20 minutes.

3.  all along, they were accompanied by secretary de lima and a group from the presidential security team.

4.  indeed, there's an ongoing investigation about the storied arms purchase.  it isn't necessarily about puno.  in fact, his name isn't even in it, at least so far as i can glean.

i can't say i like this guy or not; i do not know him.  i'm just disgusted with the public lynching.  doubts were cast on his motives and he was never given the chance to defend himself.  now he has to go because he can no longer work under a dark cloud.

conspiracies abound.  what is clear is that there's a myriad of faceless people out to defang the president of his minions (aka, KKK--- kamag-anak, kaklase, kabarilan.  puno falls under kabarilan.)

meanwhile, there will always be untrustworthy media reports.  that's why i always take news items with a grain of salt.
