Rules,regulations implementing Children Emergency Relief and Protection Act inked

MANILA, Feb. 28 (PNA)— Representatives from various national government agencies and international organizations on Tuesday took part in the Ceremonial Signing of the Implementing Rules and Regulations of the Republic Act 10821.

RA 10821 is also known as the Children Emergency Relief and Protection Act of 2016.

The signing was led by Department of Social Welfare and Development (DSWD) Secretary Judy M. Taguiwalo at the DSWD auditorium in its Central Office in Batasan Hills, Quezon City.Other envoys who signed the IRR include Department of Education (DepEd) Usec. Alberto Muyot and Department of Health (DOH) Usec. Gerardo Bayugo, Department of National Defense (DND) Sec. Delfin Lorenzana, Office of Civil Defense (OCD) Chief Ricardo Jalad, Save the Children Country Director Ned Olney and United Nations International Children's Emergency Fund (UNICEF) Representative to the Philippines Lotta Sylwander.

“I think everybody understands that everyone is vulnerable during disasters regardless of social status, but there are particularly vulnerable sectors that include the elderly, person with disability and pregnant women. The children are placed with particular emphasis because they are children. They need the support of older persons to ensure that they are secured during disasters as well as to ensure their safety,” Sec. Taguiwalo said in a press briefing after the signing.

Republic Act 10821, which was signed on May 18, 2016, mandates national and local government agencies to establish a Comprehensive Emergency Program that prioritizes children, pregnant and lactating mothers’ protection during and after emergencies and disaster situations.

Taguiwalo said that the Philippines was the first and only country in the world to acknowledge a law which prioritizes the safety of a specific sector in the society, particularly children, during emergencies and disasters.

“This law and IRR are actually products of the disasters we have gone through,” Taguiwalo added.

The Secretary also reiterated that the signing of the IRR was "just one step".

"What’s important is for the law to be popularized for public awareness and to make sure that the government agencies, civil society organizations and the LGUs understand the legislation and their responsibilities in implementing its provisions," the Welfare Chief said.

“Bilang isang bata kami’y nakikiisa at magiging kasangkapan upang siguraduhin ang pagpapatupad ng batas na ito nang wasto (As the youth, we are participating and will serve as instruments in ensuring that this law will be implemented properly),” said Alleah Joy Antonio, a student from San Vicente Elementary School in a short speech representing the youth during the ceremony.(PNA) RMA/Patrice Fabito (OJT)
