Water Summit in Bohol and the Ambassador from Australia

The water stakeholders’ summit tomorrow at the MetroCentre Hotel in Tagbilaran City caps the two-day visit to Bohol of Australian Ambassador to the Philippines Anthony John Hely.

The envoy is keynote speaker today at the 153rd Bohol Day celebration at the Bohol Cultural Center where he, together with four others, will be conferred the Datu Sikatuna award, the highest honor that the province gives to individuals who contributed much to the development of the province and the welfare of its people. Exactly 153 years ago today, Bohol became a separate province distinct from Cebu.

Gov. Erico Aumentado said Australia through the Australian Agency for International Development (AusAID) is Bohol ’s third biggest Official Development Assistance (ODA) funder to date, with the widest coverage in terms of area.

At the summit, Aumentado will deliver his State of Bohol Water Address (SOBOWA) and sign an executive order creating the Bohol Integrated Water Resources Management Board (BIWRMB), with Hely, Counsellor Sam Zappia of the Development Cooperation of AusAID, Program Director Juliana Hinterberger of the German Agency for Technical Cooperation (GTZ) and Program Director David Goodwins of the Local Governance Development Program (LGDP) – an Australian government and AusAID initiative as witnesses.

The SOBOWA, among others, covers water scarcity, which also means lack of potable water despite the presence of seven major rivers or water systems in the province. It describes the world water situation, compares this to the Bohol water situation, enumerates challenges and outlines future directions and above all, calls the Boholanos to act locally – an act now.

GTZ and LGDP are co-sponsoring the provincial government-led event, with the support of the Bohol Alliance of Non-Government Organizations (BANGON). LGDP has also been providing capability enhancement trainings for heads of provincial government offices, chiefs of national government agencies stationed in Bohol and the mayors and vice mayors on the implementation of the Joint Memorandum Circular (JMC) pushing the harmonization of planning and budgeting by local government units to ensure against wastage of meager government resources.

It is also facilitating the conduct of a provincial integrated water system master plan and a value chain study for three agricultural commodities that Bohol can also pattern after its own study on more products.

Signatories to the JMC are the Department of the Interior and Local Government, the Department of Budget and Management, Department of Finance and the National Economic and Development Authority.

Goodwins and Hinterberger will also deliver messages during the summit: Towards an Integrated Water Supply System for Bohol, and Building Bohol’s Capability for Water Resources Management, respectively.

Hely’s keynote address in response to Aumentado’s SOBOWA and the Goodwins and Hinterberger messages will focus on Water for Bohol ’s Economy, Communities and Environment.

After lunch with Aumentado, Hely will visit sites of projects in Bohol funded by the Australian Government through AusAID like the community-based waterworks systems and training of members of a youth band both in Loboc town, and the water system in Barangay Ewon and eco-tour in Barangay Lobgob both in Sevilla town.

The visits will be highlighted with brief interactions with stakeholders including parents and mothers’ groups, people’s organizations, project staff and local government officials, listening to a performance of the youth band and a sample crossing of the Sipatan Hanging Foot Bridge.

Aside from Hely, other Datu Sikatuna awardees in today’s celebration are Dr. Ludgerio Torres of the Philippine Heart Center and the Heart Center Foundation of the Philippines for bringing the biggest open-heart surgeries outside of the PHC to Bohol for the third time now; Dr. Federico Malubay of Malacañang for also bringing to Bohol the biggest eye and other surgeries totaling over 17,000 to date and for training local physicians to become experts in their own fields through training under the Philippine Academy of Medical Specialists;

Peter Reichman who heads the Vaccines for the Philippines, a foundation of members of the Church of Jesus Christ for Latter-Day Saints, for donating medical equipment, supplies and medicines from their headquarters in Utah to Bohol, also conducting medical missions and improving the physical facilities of some of the province’s flagship hospitals and Francisca Baluyot, President and Chief Operating Officer of the Philippine Gift of Life for coordinating all such open-heart surgeries and medical missions.

To receive special awards and cash for their outstanding honesty are Iluminado Bok, a tricycle driver who returned $1,700 in cash left in his vehicle to its rightful owner, and 17-year old John Paul Bernales, light boat caretaker, who also returned a wallet he found at the city fish port containing around P20,000 in dollars, euros and pesos also to its rightful owner.
