Panglao water crisis solution only in 2010

“Although I am the chief executive in my town, I cannot implement many projects having the worst sanggunian, probably good candidates to the Guinness Book of World Records,” Panglao mayor Benedicto “Dodong”Alcala said in an interview Thursday after the meeting with Local Water Utilities Authority chairman Prospero Pechay.

“The town has about P50-million in available funds and I have made many proposals how to solve this water problem in my town, yet I cannot move. The Sangguniang Bayan had always opposed the plans,” Mayor Alcala lamented.

“This problem will only be solved if these obstructionists-municipal councilors will all be wiped out in the May 2010 elections. The people of Panglao must choose. It’s either me or these councilors,” he said.

The Alcala administration was supposed to be the real savior of Panglao having experienced feuding executive and legislative officials during the time of his predecessor former mayor Doloreich Dumaluan.

When all those elected assumed office after the May 2007 elections, the same conflict resurrected and the local government has again remained a feuding family, extending even to the air lanes as both camps exchanged barbs, more often than meeting for a possible solution.

Both first district congressman Edgar Chatto and Governor Erico Aumentado have acted as mediators but the needed cooperation from each camp lasted only after each photo session where everybody were seen smiling in posterity handshakes.

There have been two proposals for Panglao by private water suppliers, - one from Cebu-based Mactan Rock and the city based Bohol Water Utilities Inc. but all these were stalled at the municipal council level.

Under the law, a mayor cannot enter into a contract or sign agreements with any entity without a resolution from their respective sanggunians giving the authority to do so.

On Thursday afternoon, LWUA chairman Pechay purposely motored to Panglao to meet with the councilors for a possible discussion to convert the municipal water system into a water district.

Reports reaching the STANDARD say only two of the councilors came to the meeting which frustrated LWUA chairman Pechay.
