Mao ba? Kanus-a pa man mo lihok si Aumentado sa Panglao Bohol International Airport? Dili ba kaha iyang gipagawas nga issue about reclamation project aron mawala sa huna2x sa taw ang airport project? First thing first dili kay nagsige ra sila ug plano walay implementation.

Oppositors’ “hidden agenda”
to reclamation project bared
 
NOW it can be told. The opposition group, calling themselves Panglao Against Reclamation (PARE) led by former mayor Dr. Doloreich Dumaluan, has other things in mind on the proposed 450-hectare offshore reclamation project in Panglao Bay.
 
“Why let others do the project, instead of Panglaonons?” This was how Dumaluan posed the question as recounted by Lolong Andoy, a former aide of Dumaluan, which he revealed last week over a radio program.
 
Andoy said that the former mayor uttered this plan during a gathering last year. He added that Dumaluan seemed to be ready for the project as the former mayor recently acquired a fleet of heavy equipment.
 
It was not known why Andoy squealed this (hidden agenda) considering his ties of former mayor Dumaluan.
 
In a phone interview yesterday afternoon, Dumaluan bluntly denied Andoy’s allegation. He said he cannot claim to be pro-environment and at the same time favoring the reclamation project.
 
In a separate interview with offshore reclamation project proponent Norris Oculam of Oasis Leisure Islands Development Inc. (OLIDI), he said Dumaluan is “not anti-reclamation”.
 
The Sangguniang Panlalawigan passed a resolution authorizing Gov. Erico Aumentado to enter into a joint venture and development agreement (JDVA) with OLIDI in behalf of the provincial government.
 
The resolution requires that Bohol’s environmental policy should be the guiding principle in pursuing the project, including the province’s commitment to growth and conservation of its natural resources and compliance with the relevant environmental regulations and other legal pre-requisites.
 
But provincial administrator Atty. Handel Lagunay said that the agreement has yet to be signed by the governor.
 
Likewise, the governor said in his letter-endorsement to the SP that “no reclamation activity will be commenced unless appropriate social preparation activities among the stakeholders and affected persons shall have been conducted.’
 
The governor also pointed out that the conduct of Environmental Impact Assessment (EIA) must be adhered and Environmental Clearance Commitment or Environmental Compliance Certificate issued by the Department of Environment and Natural Resources (DENR).
 
Oculam said that despite the fact that Gov. Erico Aumentado has been given the green light to sign the proposed JVDA, his group did not make a follow-up considering the JVDA is already in the governor’s office just so his group “will not be accused of railroading the deal.”
 
OLIDI instead initiated the conduct of public consultations in the barangays of Doljo, Poblacion and Danao, Panglao, which are within proximity of the project site.
 
He said that his group has uncovered attempts of the oppositors to “misinform” and “mislead” the barangay residents of the true picture. PARE, according to Oculam, presented another concept of the project, which is a reclamation adjoining the shoreline from the tip of barangay Doljo to barangay Danao, Panglao. (RVO)

No one that I have spoken to that is living in the deep interior and along the coast lines in Panglao seem to be to much in favor of this issue what so ever.

I heard the best interveiw over the radio last week with a foreigner investment owner in Panglao on a local popular AM program Cuentas Klaris and if anyone could get a hold of the recording of that show from almost two weeks ago I think Dave Bailey (UK) put it straight to the point.

In where professionals should be brought in to properly study what would be the affects and make sure that the professionals doing the survering and studies do not have a so called economic interest in the area so that their professional sopinions would not be affected.

if they implement said reclamation at same level of protection and guidelines employed by the dubai project.....it might be worth while to look at this thing.....i remember sa one episode sa national geographic.....the project made it a point na they hired someone na pro enviromentalist para strict gyud....the group that was hired was even surprised how well an ecosystem has develop in the area of the reclamation........

PANGLAO AIRPORT PROJECT
Mayor softens position

In what was seen as a softening of position, Mayor Doloriech Dumaluan of Panglao appeared to have changed his mind given his hardline posture on the planned international airport in his town. No less than Gov. Erico Aumentado confirmed Friday during weekly Governor's Report that in one special occasion in Dauis (blessing and inauguration of Flushing Meadows Resort and Playground), Mayor Dumaluan sidled up to him and hinted his cooperation on the airport project.

The deal Dumaluan was asking for from the governor was that if indeed the project was for real, the mayor wanted “a piece of the action”. Simple as it may seem, the Panglao mayor wanted to assume the role of buying the land requirements of the airport if indeed if were possible for the money to be channeled through the local treasurer's office. That done, he can start negotiating with the lot owners.

One argument advanced by Dumaluan in getting hold with the land money was that it was his way of convincing the doubting Thomases that the airport project is now a foregone reality. With the airport project now under the Manila International Airport Authority, money has started to flow in earnest starting with the impending release of P110 million for land acquisition. During The President's recent visit, it was reported that she already ordered the release of the amount.

THE GOVERNOR'S RESPONSE

Confronted with Dumaluan's apparent change of heart, the governor seemed to be doing a Pontius Pilate. Gov. Aumentado said much to his desire to accommodate the Panglao mayor's request, he cannot do so because he has no control over the money which comes from the coffers of the MIAA. It was reported that the MIAA is earning about P7billion a year and allocating P1 billion a year for the Panglao airport is no big deal. This means that in four years, at the rate of P1 billion a year, the airport project which cost almost the same amount will be over by then. At the same time, Gov. Aumentado also confirmed that Mayor Dumaluan also made the same request to Cong. Edgar Chatto, another prime mover of the Panglao airport. However, up to press time the first district congressman remains mum about the Dumaluan offer.
