Police Senior Superintendent Anthony Obenza urged the police force in the province to sustain the fight against all forms of criminality as he assumed command yesterday of the Bohol Police Provincial Office (BPOO).
At the command turnover ceremony yesterday at Camp Dagohoy , SSupt. Obenza recognized the good crime solution efficiency of the BPPO under police director SSupt.
Edgardo Ingking who served as provincial commander for almost three years (2 years and 11 months).
SSupt. Obenza, a member of Class '85 of the Philippine National Police Academy (PNPA), was installed as new BPPO director by Chief Supt. Lani-O Nerez, Regional Director of the Police Regional Office (PRO-7).
In his acceptance speech, the new police provincial director called on the 48 chiefs of police (from 47 towns and 1 city) in the province to continue its support to the provincial command in order to deter threats of criminal elements and sustain, if not improve, the performance of the entire police force in Bohol.
Obenza, who was head of the PRO-7 personnel division prior to his assignment here, assured the outgoing police chief SSupt. Ingking that he will live up to the good standing of the BPPO under the latter's leadership.
Ingking's tour-of-duty in the province is marked with his drive to professionalize and cleanse the police ranks of abusive and incompetent cops.
Obenza pledged to the station chiefs that the BPPO will always be ready to assist them in the fight against crime and maintaining peace and order in Bohol .
The new provincial commander said cooperation is the key for the police organization to perform their mission which is to enforce the law, maintain peace and order, prevent and control crimes, and ensure public safety and security - with the support of the community.
Obenza, recently promoted to senior superintendent, is from the town of Talibon and holds as master's degree in public administration.
The new police chief was personally chosen by Gov. Erico Aumentado as replacement of Ingking, from a list of three recommended officers to replace Ingking which is the normal procedure of the PNP.
"BE NEUTRAL"
With the elections barely five months away, CSupt. Nerez urged Bohol policemen to observe professionalism in the performance of their duty, regardless of their own political leanings, and it should never influence the performance of their duties.
The regional police director said policemen should distance themselves from politicians and refrain from participating in partisan politics.
Nerez said it is a challenge on the part of the new provincial director to ensure that the police in Bohol should not get entangled with electoral predicaments by staying loyal to the PNP organization and not to any political party or politician.
The PRO-7 chief explained that the replacement of SSupt. Ingking is in accordance with PNP guidelines that city or provincial police directors who are serving over two years in their posts should be reassigned to give way for the promotion of other police officials.
Due to Obenza's designation here in the province, the PRO-7 command also undergoes a reshuffling among key officers while some of its senior staff also needs to be relieved.
Those included in the reshuffling are SSupt. Vicente Loot, from being PRO-7 Chief of Staff to his new designation as Deputy Regional Director for Operations (DRDO). SSupt. Ingking will replace Loot as new Chief of Staff.
SSupt. Marcelo Garbo, who heads the DRDO will assume as new Deputy Regional Director for Administration (DRDA) while PRO-7 public information officer Supt. Ernesto Agas, also former deputy provincial commander of Ingking, will be the new chief of the PRO-7 personnel division, the post vacated by Obenza.
Yesterday's turnover ceremony was attended by local government officials led by Vice Gov. Julius Caesar Herrera and commanders of the Philippine Army assigned in the province.
In his message, Herrera said he hopes the new provincial police leadership will have a continuity of improving service to the Boholano people in maintaining peace and order.
INGKING'S SERVICE
During his stint as provincial commander, SSupt. Ingking was able to implement the construction of new standardized police station buildings, bring in new mobile patrol cars, the establishment of SWAT and the assignment of more police personnel here.
During Ingking's stint as provincial director since January 2007, the provincial command gained so many awards both in the regional and national categories.
Lately, the Bohol police under Ingking was recognized for topping other police offices in the implementation of the National Firearms Control Program (NFC).
The BPPO accounted for a total of 1,096 firearms in its drive since August to September.
BPPO's total haul is 23 percent of the estimated 4,232 loose firearms from threat groups and criminal elements or those basically un-renewed in the last years.
