With the school-year just beginning and the urgent need for classrooms being felt all around the country, the provincial government, under the leadership of Governor Edgar Chatto and Vice Governor Concepcion Lim, has given top priority to the construction of school buildings among its infrastructure projects.

Last week, the governor and Dr. Lorna Rances, schools division superintendent of Bohol, rounded the province to hold and attend groundbreaking ceremonies to kickstart the construction of new school buildings and to inaugurate and turn over to the Department of Education (DepEd) newly completed ones, under the Bohol Long-Term Partnership Program.

The program is an offshoot of the Bayanihan sa Barangay program of the Armed Forces of the Philippines (AFP), which is itself a private-public partnership (PPP) initiative of the AFP, as implemented by its infrastructure and development arm, the National Development Support Command (NADESCOM), which is commanded by Maj. Gen. Carlos Holganza, a Boholano.

The Bohol Long-Term Partnership Program (BLTPP) was instituted in light of the unique participation of the Bohol Provincial Government, the AFP-NADESCOM, and Boholano private sector donors in the implementation of the project.

Under the program, the provincial government, through Governor Chatto and Vice Governor Lim, provides the capital outlay for the infrastructure projects, the AFP-NADESCOM provides the manpower and executes the construction work, and the private sector donors put in add-on facilities and items for the school.

Through this PPP initiative, the provincial government is able to finish a two-classroom school building worth about P 1.4 million with an outlay of only P 780,000. With its manpower, the NADESCOM is able to complete construction and furnish the facility just a few weeks after the groundbreaking.

The end result of the partnership led by Gov. Chatto and Gen. Holganza is a fully equipped two-classroom school building with toilets, electrical connections, electric fans, blackboards, bulletin boards, monobloc arm chairs, a computer set, and school supplies, among others.

Depending on need and capacity to maintain and safeguard such equipment, some schools even get cooking equipment, gas stoves, sewing machines, or welding equipment from the private sector donors.

The BLTPP has also calendared rehabilitation and improvement projects for roads and bridges in the province, along with other infrastructure, since the Chatto-Lim Administration also eyes the rehabilitation and improvement of vital provincial road networks.
