The Provincial Development Council recently passed a resolution endorsing the construction of a P20-million bridge to link the towns of Ubay and Mabini to be included in Bohol's slots in the Austrian-assisted President's Bridge Program phase 2.

In his presentation during the recent PDC full-council meeting, Provincial Engineer Edwin Vallejos proposed to supervise the construction of the 35-linear-meter modular steel bridge in barangay Biabas, Ubay.

As a capital-forming project, the bridge will "link the eastern part of the province to the interior part of Bohol, where the famous Chocolate Hills can be found", according to Vallejos.

It will connect the towns from Cabulao-Ondol road in Mabini side to barangay Union in Ubay side.          
Based on the comprehensive project profile that Engineer Einstein Gonzales prepared, the bridge will also link one of the farm-to-market roads and is expected to boost the eco-cultural heritage, tourism and improve peace and order situation in the two towns.

Gonzales indicated that the P20-million project covers the detailed engineering design, construction of abutments and approaches, installation of the superstructure, and the construction of slope protection and appurtenances.

The Provincial Engineer's Office has now prepared the paper works for submission to the central office of the Department of Interior and Local Government (DILG).

The project will "upgrade temporary bridges into a permanent structure to have a standard structure for safe and economical access that is supportive to other basic public services. It will be part of the infrastructure development that will support eco-cultural tourism and agro-industrial development agenda of the government, which in turn, will improve the economic life of the people," Vallejos added.

It also jibes with the regional-level infrastructure development program of the government.

The provincial government and the DILG will provide allocation for the project from the 20 percent development fund, while bridging materials will be made available through the Austrian-assisted President's Bridge Program Phase II to meet the P20-million fund requirement.

"The project will also enhance social capability of the people with better health services and employment opportunities to provide better access to education and encourage the establishment of more educational facilities," Vallejos added.

Governor Erico Aumentado, for his part, cited the significance of the project as it will directly benefit 65,900 people of Ubay and 28,788 of Mabini, and promote agro-industrial production by cutting the hauling cost in transporting agricultural products since the travel along Cabulao-Ondol (Mabini)-Union (Ubay) road would then be economical.

The PEO aims to finish the detailed engineering design this year and the construction of abutments, approaches and the installation of a superstructure next year.

Aumentado expressed confidence that it would readily gain the community's support "since the project will uplift the social, political, cultural, and economic situation of the people". (Angeline Valencia)
