LIVE simple lives adhering to the norms for public officials and employees, advises Bohol Civil Service Commission director Cherith Nissi V. Asis during the recent Kapihan sa PIA.
 
Invited at a special Kapihan forum to celebrate the 110th anniversary of Philippine Civil Service, Asis took the occasion to urge civil servants, including elected officials and government employees to “Race to Serve”, which was also the theme for the 2010 celebration.
 
Asis stressed that the year’s anniversary of the Philippine Civil Service focuses on advancing Responsive, Accessible, Courteous and Effective Public Service summarizes the whole code of conduct for public officials and employees, which every civil servant professes.
 
Asis was actually meaning Republic Act 6713 or the Code of Ethical standards for public officials and employees.
 
By living simply, the law also states that elected public officials and employees and their families shall lead modest lives appropriate to their positions and income.
 
This part also bans them from indulging in extravagant or ostentatious display of wealth in any form.
 
Grounded on the time honored principle that a public office is a public trust, norms and standards of personal conduct in the discharge of duties are set by law to govern the execution of public duties, states section 4 of the republic act.
 
The discharge of duties and execution of tasks by public officials and employees are governed by commitment to public interest, professionalism, justness and sincerity, political neutrality, responsiveness to the public, patriotism and nationalism, commitment to democracy and simple living.

Observers of government officials and employees however say that in several cases, the standards in the execution of public duties are more honored in the breach.
 
Section five of the same law mandates that public officials and employees are obliged to act promptly on letters and requests within 15 working days from receipt of the communication, the reply must contain the action taken on the request.
 
Paragraph c of the same section also obliges officials and employees to process documents and papers within a reasonable time from the preparation. (racPIABohol)
