Bohol News: Gov Chatto Welcomes Fiber Optic System in Bohol
« on: October 02, 2010, 05:24:00 AM »
BOHOL is now ready to accept investors for business process out-sourcing with the new fiber-optic system in place, reports Governor Edgar Chatto during his recent weekly program.

The development effectively opens some estimated 10,500 seats for call center agents in Tagbilaran or in any part of Bohol with the connection to the information technology data superhighway.

Prospected as a good venue for business process outsourcing, Bohol has never failed to amaze information technology entrepreneurs who see the presence of competitive schools offering standard call center courses as a telltale sign of competitiveness.

The support infrastructure however was the question.

The need to put up the fiber optic cables to tap Bohol into the vast world-wide network was completed last year, sources at the Bohol Investment Promotion Center said.

The formal tapping of Bohol to the world also signaled the opening of Bohol One Stop Shop (BOSS) for investment support now located at the BIPC.  (PIABohol)

John 3:16-18 ESV
For God so loved the world, that he gave his only Son (Jesus Christ), that whoever believes in him should not perish but have eternal life. For God did not send his Son into the world to condemn the world, but in order that the world might be saved through him. Whoever believes in him is not condemned, but whoever does not believe is condemned already, because he has not believed in the name of the only Son of God.

This is a great development indeed. However, it takes more than having fiber optics installed in Bohol and a press release about it to attract major callcenters. We are not even fiber optic ready yet. Look at the drilling currently going on in the city? That tells us the fiber optic cables have not been put in place yet.

Is this a case of counting the chickens before the eggs hatch? Moreover, it takes more than just having fiber optics to have BPOs make investments in Bohol. We still don't have the infrastructure to support a callcenter here. We are also not a PEZA accredited I.T. hub which is a major consideration for BPO companies when they decide to expand in a new site.

Maybe we need to complete our legwork first before we start telling the world we are callcenter ready because in reality, we still have a long way to go in terms of BPO readiness and unless someone has the political will and sense of urgency to get our readiness level to 100% in the quickest time possible, we are just going to watch from the horizon as our neighboring provinces reap economic prosperity from having callcenters while we stay stuck in the middle ages. Well, who needs callcenters in Bohol when our graduates can easily work as salesgirls, waiters, and other mediocre jobs with the lowest of pay and the most meager of benefits? Underemployment has never been a problem in Bohol. Never!  ;)

That may be true, however, at least the Province is developing the infrastructure, albeit gradually, for the basis of future BPO projects. From readings, it has been made known to me that the Philippines has overlapped India in terms of BPO/IT-outsourcing. (surprisingly, it was Indian medical interns whom i work with at the hospital that told me of this, lol).  ;)

I do hope that Bohol soon taps into this lucrative market.

Truly,

Exactly. The Philippines has just overtaken India and is now the No.1 BPO destination in the world. Which calls to mind the saying: "Strike while the iron is hot!". Since the country is now the number 1 BPO provider, Bohol should immediately cash in on this positive development. If we are moving too slow, we will only be BPO ready when China becomes the number 1 BPO destination some 5-6 years from now. In Boholano terms, unya na ta ma andam sa BPO kung dili na uso. How pathetic can that be?

If other provinces have made themselves BPO attractive in a lightning-fast manner, so can Bohol. If only there is political will and conviction from the people running our province. That is the litmus test that will determine whether we can get a chunk of the lucrative BPO pie or not.

A balanced eco-tourism and BPO-based industry would do Bohol good, imho.

I believe Boholano leaders have the political will and the sense of urgency to make Bohol truly BPO ready. However, the completion of the installation of fiber optics is in the hands of the private sector. The local government cannot do this alone.

The point is well-taken that we should not be too eager to announce readiness and then fall into complacency; such that when call center investors come to put up shop, all they'll see is a hallow shell.
