The new Bohol airport is one of the infrastructure projects to be funded under the "hybrid" public-private partnership (PPP) using funds thru the Official Development Assistance (ODA), according to Department of Transportation and Communications (DOTC) Sec. Mar Roxas.
Roxas reported after his trip to Japan with Pres. Benigno S. Aquino III that the Japan International Cooperation Agency is positive and "receptive" about joining in the PPP venture tapping a hybrid scheme.
JICA is set to present its final report on the repackaging, including its new costing, of the new Bohol airport which will be built on Panglao island.
At the same time, the DOTC secretary bared more overseas funding that would this time come from international donors thru ODA.
Quoting Roxas, the Philippine Star reported that included with the Bohol airport for ODA funding are the development of new airports in Misamis Oriental and Puerto Princesa City, and the expansion of LRT from Baclaran to Bacoor in Cavite.
These top infrastructure ventures were further reported as currently worked out for hybrid PPP implementation.
Roxas said ODA will enhance the present PPP strategy in accelerating the essential projects prioritized by the Aquino administration.
In hybrid PPP, foreign funders enter and spend in major works like airport and railroad projects while a private consortium will give counterpart once the airport and railroad start operating.
The Bank of Tokyo - Mitsubishi UFJ, Ltd. is keen on investing in PPP projects from its ready $5 billion investment drawer.
Board of Investment managing head Cristino Panlilio confirmed this direct investment interest of the bank, which is a premier bank in Japan and one of the world's largest in terms of assets.
Panlilio said bank officials also met with Aquino during the president's recent visit to Japan.
