To spare realty taxpayers from paying the imposable penalty of two percent (2%) per month if they are delinquent, third district Board Member Bienvenido Molina, Jr. is proposing an ordinance granting amnesty to these taxpayers.

The Molina ordinance will be submitted this Tuesday for deliberation during the Sangguniang Panlalawigan regular session.

Board member Ben Molina chairs the SP committee on Ways and Means and was a former mayor of Alicia, Bohol.

The condonation of penalties will apply to the 2% monthly penalty while the principal taxable amount consisting of basic tax and special educational fund must be paid in full not later than March 31, 2010.

However, all penalties condoned will be reimposed if full payment of the full principal taxable amount is not made within the specified period.

Real properties owners that can avail are those published as delinquents, including agrarian reform beneficiaries who already received their Certificate of Land Ownership award, or tax delinquents as of 2008 or earlier.

Those excluded from availing the amnesty are those who entered into a compromise agreement with the government with respect to their realty deliquency or owners of delinquent lots already published for auction sale.

The ordinance will take effect 15 days after it shall have been published in a newspaper of local general circulation.

The Molina Ordinance aims to unburden taxpayers from paying additional penalties at this time of socio-economic and financial crisis.
