Boholanos commemorated the 39th death anniversary of President Carlos P. Garcia, last Wednesday by honoring outstanding officials and inaugurating several projects dedicated to the "illustrious son of Bohol" who pursued the "Filipino-First" policy in his Malacañang stint.

All dedicated to the only Boholano who made it to Malacañang, the provincial government conferred CPG awards to recognize the contributions of provincial leaders and allies in pursuing development programs.

Gov. Erico Aumentado conferred the title of 'Adopted Son of Bohol' to Senate Majority Leader Juan Miguel Zubiri, the guest of honor and speaker during the commemorative program at the Bohol Cultural Center.

The outgoing governor, who attributes his 43-year political career to Garcia, had been invited to attend the prayer mass at the tomb of the late president at the Libingan ng mga Bayani on the actual date of Garcia's death anniversary last Monday but failed as he presided the Provincial Development Council full-council meeting here.

The commemorative activities included the inauguration of the landscaping project at the New CPG Park and the ground breaking ceremony of the dancing fountain and children's playground as part of CPG Park situated along the national highway, fronting Bohol Wisdom School, this city.

The CPG Day was also highlighted with the blessing of the Provincial Medical Clinic at the Capitol, turn-over of two ambulances, and the honoring of outgoing provincial officials.

The provincial government spent for the P1.7 million CPG Park while the Confederation of Boholanos in the USA and Canada (Conbusac) provided P1.8 million for the Dancing Fountain and P650,000 for the Children's Playground.

Marilou Valmoria-Fudalan, the late Boholano president's grandniece, represented the Garcia family during the event.

OUTSTANDING OFFICIALS

Gov-elect Edgar Chatto led Boholano officials who received the President Carlos P. Garcia Special Leadership Award "in recognition of his remarkable legislative performance resulting to the passage of Republic Act 9593 or the National Tourism Act of 2009 in the 14th Congress of the Philippines and invaluable support to the provincial government's convergence strategy on mobilizing resources from various sectors for the economic development of Bohol and the general welfare of its people".

Third District Congressman-elect Arthur Yap also received the same award "for his innovative leadership as secretary of the Department of Agriculture which contributed so much to the economic development of the province, especially in the area of agriculture and fisheries through his Project FIELDS on farm-to-market roads, irrigation, rice hybridization, fertilizer subsidy, post-harvest facilities, fish ports, mariculture, high value crops development, and others dedicated to the well-being of the Boholano people".          
Vice-Governor Julius Caesar Herrera also received the same award "in recognition of his invaluable service to the Filipino nation as national president for three terms of the League of Vice Governors of the Philippines thereby giving honor to Bohol, and in leading the Sangguniang Panlalawigan to support the provincial government's socio-economic development of the province which has contributed so much for Bohol's present unprecedented development".

Yap and Herrera, however, failed to attend and personally receive their plaques of recognition during the commemorative program.

The provincial government also conferred the CPG Special Leadership Award to National Irrigation Administration (NIA)-7 Regional Manager Engr. Modesto Membreve for facilitating implementation of irrigation facilities that have benefited thousands of farmers resulting to Bohol's attainment of a 113-percent rice self-sufficiency in 2008 amid the global food crisis.

Provincial Veterinarian Dr. Stella Marie Lapiz received the same award as the Most Outstanding Chief of Office for unequaled leadership that resulted to unprecedented success of poverty-reduction programs of the province and attainment of zero-rabies incidence in the province by 2009, a year ahead of the target.

The same award was also conferred to Bishop Leonardo Medroso, D.D., of the Diocese of Tagbilaran, for an "inspiring chairmanship of the Provincial Peace Forum and support to the provincial government's poverty reduction for peace and development program, and as a pillar of Team Bohol- -a constellation of government, church, socio-civic organizations, civil society, business, police and military leaders which contributed so much for Bohol's present development".

Another awardee was Catigbian Mayor Roberto Salinas "in recognition of his sterling leadership as president of the League of Municipalities of the Philippines-Bohol Chapter, a major partner for Bohol's present economic development and his innovative leadership which contributed so much for the unprecedented development of Catigbian, Bohol.

Conbusac president Carlos Cagaanan, represented by Conbusac past president Angelito Dano, received the same award "in recognition of his sterling leadership in mobilizing Conbusac to support Bohol's economic development through its joint projects with the provincial government on artificial insemination, livestock dispersal, and development of the Pres. Garcia Park, all of which touch the lives of the Boholano people".

Another awardee was National Youth Commissioner Benjie Oliva for "his invaluable service as the first Boholano commissioner of the National Youth Commission, thereby giving honor and prestige to the Boholano youth, and for his support of the Provincial Government's youth development program as well as being a role model of leadership with competence, probity and integrity worthy to be emulated by Rizal's fair hopes of the fatherland".

Aumentado also conferred the Governor's Leadership Awards to outstanding mayors- -Stephen Rances of Mabini, Eutiquio Bernales of Ubay, Juanario Item of Talibon, Telesforo Balagosa of Lila, Ceferino Digal of Sevilla, Rosemarie Imboy of Loay, Leoncio Evasco Jr. of Maribojoc, and Tesalonica Boyboy of President Carlos P. Garcia "in recognition of their innovative leaderships which have been a major factor in the unprecedented development of their respective towns and for their support to the successful poverty reduction for peace and development program launched by the provincial government".

Sangguniang Panlalawigan members, outgoing department heads, and outstanding employees also received recognition for having been part of the success of the provincial government.

Aumentado issued an executive order declaring Senator Zubiri an Adopted Son of Bohol "for his huge support and significant contributions to the economic development of the province".

"Of all the candidates for senator who won in the 2007 elections and campaigned in the province of Bohol, it was only Sen. Juan Miguel F. Zubiri who returned to express his gratitude to the Boholanos and implemented in each of the 47 municipalities, Tagbilaran City, and the Province of Bohol economic-stimulating projects which contributed to the upliftment of the quality of life of the Boholano people and thereby demonstrating his genuine concern and affection to them," Aumentado pointed out in the executive order.

The senator received a plaque from the provincial government in recognition also for his support to "ensure Bohol's sustainable development which endeared him greatly to his Boholano constituency".

Zubiri, as representative of the third district of Bukidnon, had been one of Aumentado's close colleagues in Congress.

"Sen. Zubiri has supported legislations and projects designed to attain the sustainable economic development of Bohol and the well-being of its people. In reciprocity to the love that Sen. Zubiri has shown for the Boholanos, it is only fitting and proper that he be declared an Adopted Son of Bohol," Aumentado cited in the executive order.

In return, Zubiri assured to grant the governor's request for additional funding for the installation of lighting system at the CPG Park.
