The Bureau of Immigration (BI) found another ally in decentralizing its operations after the Quezon City local government cited the agency’s continuing reforms that have made it easier for foreigners to process their visas, and made it more convenient for them to stay in the Philippines for business and leisure.

Quezon City Mayor Sonny Belmonte, during the inauguration of the BI’s satellite office in the city, said the agency under the leadership of Commissioner Marcelino Libanan, has successfully decentralized its operations from the main office in Intramuros, Manila to the satellite offices located around Metro Manila and in other places in the country where many foreigners are staying.

"Bureaucracy is a deterrent to quick action. With all the people that need to be consulted and with all the initials needed to effect something good, all that is needed is a good dose of common sense among those in government so that we can do things quickly and efficiently," Belmonte said.

The mayor of the country’s largest city also said that reforms introduced by Libanan in the BI, like the cutting of the processing time and the documentary requirements of foreigners seeking to enter the Philippines or extend their stay here, have made an impact not only on foreigners here but most importantly on the image of the Philippines as tourists and investors-friendly country.

The reforms have made it easier for foreigners to process their papers, which resulted in more revenues for the government from visa fees.
