South Korea ranked third out of Asian nations according to an English Proficiency Index announced on March 30 by Education First, a global education center.

Korea, with an overall ranking of 13th, overtook Japan (at 14th) and Taiwan at (25th).

From 2007 to 2009, Education First conducted online English tests on 2.3 million working adults all from over the world. English proficiency was tested in four categories – grammar, vocabulary, reading and listening.

Among Asian countries, Korea’s 54.19 points followed only Malaysia (9th) with 55.54 points and Hong Kong (12th) with 54.44 points. Koreans’ English proficiency can be considered relatively high considering that Korea’s official language is not English. Malaysia and Hong Kong, however, use English as one of their official languages.

The overall English proficiency of an average Korean adult also rated “above average.” South Korea placed among the top tier nations by ranking 13 out of 44 non-native countries.

English education is important in Korea, Education First says, citing Korea’s efforts to promote early English education in public schools and the emphasis on English education in private education.

In Asia’s case, the gap between nations in English proficiency was largely affected by the level of political stability and economic power of the country as well as the educational zeal of the people. Overall English ability was highest in Northern European countries such as Norway, the Netherlands and Denmark, with Sweden and Finland following closely behind.

In places where the public education system is relatively weak, the English proficiency of the people also rated poorly. Argentina, ranking 16th in total, scored highest among Central and South American nations with 53.49 points.

Kung dunay International Beauty Pageant, e.g., Miss Universe, basta mogawas na gani ng Miss Philippines, they always mention the Philippines as next to United States and Great Britain. How true or accurate... aw, sila ra joy nahibaw.  ;)

In the English Proficiency Index, the Philippines is not even in the list of 44 countries. And so is Australia, USA, Canada, and UK. What does this tell us? No need to rate the Philippines because we are already in the same league as these English-speaking countries? The rating does not include the whole continent of Africa, either, and some other countries in the Middle East. See this link:

Philippines is not included in the survey. If they included Philippines in their sample, it would have totally mess up their conclusion since they basically argued that English proficiency is directly proportional to the wealth of a nation. Higher per capita means better English proficiency for a country. Hence Education First might have opted not to include Philippines in the survey considering it would have been a major anomaly. Philippines would have ranked highest among Asian countries despite having the lowest per capita and a "relatively weak public school system". And they will never be able to explain this anomaly since they can never quantify the sociological phenomenon that is "Americanization of Filipino Society." When math does not support the facts, just overlook (or eliminate) the things that does not fit. Classic case of simplification. Way to go Education First!

Kahibalo ba mo nga daghang unemployed teachers karon nag tutor ug English sa mga Koreans, bisan gani sa nga Hapon.

We are very  proficient in English compared to the other Asian countries. But we are a poor country.

there are just too many rankings of english proficiency of countries by too many researches (one study ranks the philippines as fifth, another ranks it as 20th, this study does not include it, etc.) such that believing any one study is enough challenge for logic and math. :o

let me be simplistic too by focusing on henry's conclusion that "english proficiency is directly proportional to the wealth of a nation".  when, oh how did this ever come about?  does a nation get rich because of its english language?  does the english language make a nation rich?  break me a f_ ck_ng give! :o

to follow this logic is to say that nigeria, ranked no. 3 in terms of number of english speakers (79,000,000) is wealthier than the united kingdom, which is ranked no. 4 (59,600,000).

thanks, got it now.  it's not henry's conclusion after all. 

OT:  i reacted too much against feeling like our country is the whipping boy of asia; it has always been easy to label it with anything negative.  are we ourselves to be blamed for grumbling too much about our own dissatisfaction?  are our media's priorities perverse?  pnoy was right to complain that there was no news about a certain accomplishment last valentine's day; media releases focused more on whether he has a date or not.  we're supposed to be poor but we're not hungry enough to be preoccupied with dates? :o

in this case, am i to understand that henry thus believes that education first made its survey conclusion before the results such that this agency had to tweak its findings (by excluding the philippines) just to make its foregone conclusion right?

This is a very odd article. I live in the Philippines and conduct my own informal test of English proficiency there every day! The Philippines has a citizenry that speaks English better than any other country I have been to, excepting Canada, USA, UK, Australia and the New Zealand. Lets see a comparison of Philippines versus S Korea, and the Philippines will come out on top.

dili sad bitaw katohoan kung nganong nabutang ana nga ang korea. dili man gani ka katrabaho sa ila kung dili ka moskwela una ug korean. maayo pa ang uban kay at least english ang medium nga gamiton bisan dili maoy ilang native language.
