Security Awareness in Catigbian, Bohol

Making sure that what they started could sustain and be nourished by the peace here, local officials led by Mayor Roberto Salinas bonded with key government forces to be pro-active about crimes and instill local security awareness. 

And for newly installed 302nd Infantry Brigade Commander Colonel Cesar Yano who came in with a tough act to follow, he did what most soldiers his stature would’nt do.

At the Joint Local Government Unit (LGU) of Catigbian, Armed Forces of the Philippines (AFP), Philippine National Police (PNP) Security Awareness Symposium Friday, October 19, 2007, Col. Yano, Mayor Salinas and key Camp Dagohoy officials briefed the residents here of the threat local insurgency could bring.

The symposium also came at a time when Bohol has made the insurgents insignificant and when Catigbian has germinated progress and development with the peace and local insurgency situation stabilized.

“We have reduced the enemy forces from four fronts to just one, and they are now pretty concentrated in the interior parts of Bohol,” Col. Yano said.

Residents however were visibly troubled when they saw in a power-point presentation that “the enemy” which the brigade commander was referring to, has established its sole base in a contiguous area in central Bohol and includes Catigbian as its peripheral guerilla zones.

According to Army’s Civil Relations Service, “while it would appear that the local rebels have disbanded, they are engaged in regaining the mass base and strengthening the local organizations to rise up again in major offensives.

“As the war now shifts in the white areas where the rebels engage in non-armed warfare,” Col. Yano said, “the army and local authorities have to step up its information education campaign so as to deprive the insurgents of their targets.”

Mayor Salinas earlier admitted that the even with the internal security operation which the army and the police could give, “nobody could take care of us but us alone.”

Salinas, who has been primarily instrumental in transforming the town from an insurgency hotbed to one of the most progressive towns in Bohol also admitted the town can only sustain development only if there is peace, one which could not cohabit with insurgency threat.

Both leaders also stressed concerted community effort to deny the rebels of sowing back fear and terror.

At the symposium, hotline numbers of both the key military leaders operating in the area, police hotlines and the municipal peace and order council members contact numbers were flashed on the wide-screen. Such is to give concerned people access to contact the military of any untoward incident.

Meanwhile, for the PNP, Camp Dagohoy’s PSInsp. Uldarico Palgan representing Col. Edgardo Ingking impressed upon the residents the key crime deterrents, especially when he claimed a trend where criminals attack if the opportunity presents itself.
