After wrestling over its age-long problem of insurgency and with Catigbian’s attained peace, there is still no resting.
In the bid to sustain the momentum of peace in the Installation of a Local Monitoring Board (LMB) and Center for violations committed by government agents and communist rebels, Mayor Roberto Salinas aired his elation of the development.
This is “another venue where our people can have access to lodge complaints on human rights violations,†he claimed denoting the institutionalized complaint mechanism during the gathering at the town ABC Hall last January 19.
“Although our place is no longer hostile, we still need to be vigilant and guard the freedom we are enjoying,†Salinas urged the attending members of the gathering.
Then putting up a vision of making the town a green haven of peace and development after a hard to shake stigma of being associated with the insurgency, Catigbian has slowly convinced its people that there can be no development without peace.
Revving on the campaign to pound on poverty alleviation and bringing government presence closer to the people, the Salinas leadership earned significant milestones in the campaign to regain the trust of its constituents.
Now the town has been referred to as a new growth center in Central Bohol and brandishes innovations in government making it a governance learning area mecca.
That same occasion, the mayor signed an executive order beefing up the LMB with more members, perhaps the one with the most number in all Bohol.
Executive Order 2010-02 signed that day also designated not just the Municipal Social Welfare and Development Officer, Municipal Local Government Operations Officer and the Municipal Information Officer, but also includes the local Chief of Police, Sangguniang Kabataan Federation President and the SB Committee on Human Rights chair.
Those designated in the executive order would now comprise the local board to validate complaints of human rights violations committed by conflicting parties in the country’s 35 years of bearing with the communist insurgency, explains Provincial LMB coordinator Romeo Teruel.
Recently, LMB Bohol shared the LMB functions to local communities with the installation of LMBS in strategic areas here.
LMB Bohol has also are municipal LMBS in Loon, Inabanga, Trinidad, Carmen and Mabini. (PIA)
