Lawmaker urges use of locally-developed technology solutions to address traffic woes

MANILA, Dec. 8 (PNA) -- Occidental Mindoro Rep. Josephine Ramirez Sato on Thursday urged the government to give full support to locally-developed mass transport systems as a practical solution in easing traffic congestion in urban centers throughout the country.

According to the lady lawmaker, the Department of Science and Technology (DOST) already has several pilot mass transport projects developed by the country’s science and technology experts just waiting to be utilized.

Among them are the Hybrid Electric Road Train that can actually be deployed as a point-to-point transport system; the Hybrid Electric Train that can augment the existing Philippine National Railway (PNR) fleet; and the Automated Guideway Transit System or monorail that can be used in secondary roads connecting to the MRT and LRT systems.

“These are projects that can really help ease the daily commute of Filipinos, improve our mass transport system and in the long run, help decongest our cities,” she said.

“So what are we waiting for? These models developed by DOST local scientists must get all the support that government can provide, ASAP,” Sato said.

Furthermore, the lawmaker is also urging local experts to come up with more science and technology-based solutions to the country’s transportation woes.

Sato, who heads the committee on Science and Technology of the powerful Commission on Appointments (CA), wants the DOST to take the lead in pursuing local technology solutions to traffic congestion.

Last Tuesday, Sato’s committee conducted a public hearing for the ad interim appointment of DOST Secretary Fortunato Tanseco dela Peña who was bypassed by the CA last October.

Sato fully supported the agency’s plan to inject science-based solutions to pressing problems such as traffic and the CA subsequently approved Dela Peña’s ad interim appointment on Wednesday.

The Occidental Mindoro lawmaker said she is now inclined to support a budget increase for research and development to boost “Filipinnovations,” or what she calls “local innovative solutions” developed by the country’s science and technology experts.

As a member of the House of Representatives committee on transportation, Sato earlier urged the Department of Transportation (DoTr) and the Land Transportation Franchising Regulatory Board (LTFRB) to review bus and jeepney franchises to help ease traffic in urban centers.

She said that if the situation warrants it, the DoTr and LTFRB should re-engineer traffic routes and make use of secondary roads to decongest major thoroughfares.

“As the traffic condition worsens, this is the perfect time for DOTr to work with DOST on the possibility of fast-tracking the deployment of locally developed mass transport systems,” Sato said.

The lady solon believes that there is also no need to grant the DoTr special powers to set aside processes that safeguard government’s limited resources and procurement law to address traffic problems.

“Inter-agency synergy and cooperation coupled with belief and trust in our local engineers and scientists -- this is a more powerful solution to our traffic woes,” Sato said. (PNA)
