Measures to strengthen inter provincial security

The Regional Peace and Order Council explores at least two measures to strengthen inter provincial security especially at its entry points even to discourage entry of criminal elements through porous inter-provincial boundaries.

At the recent RPOC meeting held at Bohol Tropics Friday, the council has been on the defense over the potential re-entry of insurgents who have been driven off Cebu and Bohol and against terrorists out to draw international attention by dealing a major blow to the region’s tourism.

The RPOC looks at the porous boundaries of seas separating Central Visayan islands as an easy and inviting coastline entry point as well as critical entry points in the ports.

Over reports that insurgents have ease of access traversing the seas on small fishing boats, the RPOC is contemplating on adopting a color-coding scheme that would easily identify boats breaching inter-province boundaries.

This way, any passenger landing from inter-provincial boats can be easily tagged for focused security check, Bohol Provincial Administrator Alfonso Damalerio said.

Over the motion, RPOC Chairman Edgar Chatto admitted the need for such measure and went on to task the secretariat to coordinate with its legal minds to draft a standard color-coding scheme to be adopted in the region.

It should identify the boats hopefully to discourage the operators from bringing in criminal elements.

While bigger passenger boats present no such major problem, its would be the smaller fishing boats under three gross tones which are registered by local government units by virtue of an execitive order, says Philippine Coast guard Aniceto Gabisan.

On the other hand, Police Deputy Regional Director for Operations Louie Oppus proposed the tightening up of security in the ports by capturing images of transients.
