NSO stops authentication

Bohol may suffer another setback in its poverty reduction and employment enhancement programs.
Securing authenticated civil registry documents usually required in applying for a job is no longer available here.
IN a press statement, National Statistics Office (NSO-Bohol) head Jessamyn Anne C. Alcarazen disclosed that she is constrained to remind the public that NSO Bohol no longer accepts the filing of applications for issuance of Civil Registry System documents for the reason that there is already a new program designed to cater with this request for issuance.
It is called the Batch Request System (BREQS) available to local government units.
Unfortunately this day, only the municipality of Catigbi-an has inked a pact with the NSO for this new program. She wishes that other local government units will likewise, soon adopt the newly-introduced electronic linkage system.
Aside from BREQS, a change in the computer databases for civil registry papers at the NSO Regional Office 7 was also being effected, and it is only there the public may now quickly acquire their desired civil registration security papers generated by this program.
NSO 7 Regional Director Atty. Lilia B. Tandoc, in one of their top level conferences, had issued an order to cease acceptance of filing for Civil Registry System documents (Security Paper or simply called SECPA) here in Bohol.
Acceptance of filing of CRS issuance here was an extra-mile effort made by Provincial Statistics Officer Alcarazen, and was enjoyed by Boholano clients since she assumed office from January 2, 2004 until lately.
In an earlier interview, Alcarazen said she appealed to continue accepting the filing of these CRS documents here, but such was denied by the regional office.
NSO announced that Unisys Philippines, an affiliate of Unisys Inc., an American firm with a multi-million dollar investment around the globe, has upgraded its computer databases in the Philippines, particularly the National Statistics Office, among other clients in the country. The built-operate-transfer scheme was necessarily being adopted for this joint undertaking between the said firm and this government line agency.
NSO Bohol chief Alcarazen suggests that the public take the options because nowadays, securing such security paper (SECPA) is indispensable.
These documents are vital in taking board and bar examinations, enrolments, graduations, for passports or visa purposes, social benefit claims, mortuary claims and many others.
The stoppage of NSO authentication process here came as one dismal note for Boholanos. It runs counter to the poverty reduction, employment generation and job placement programs initiated by Gov. Erico Aumentado.
Aumentado had earlier succeeded in convincing the National Bureau of Investigation to put up a branch office here for the same purpose of providing Boholano local and overseas job applicants the convenience of securing needed documents required for employment.
Fixers are also reported operating with impunity within the premises of the NSO-Cebu regional office located at the JIF Building, along M.J Cuenco Avenue, that city.
The governor was not available as of press time to comment on this latest development concerning NSO Bohol.
