Bohol Chocolate Hills Complex contract revised in 2002

CHANGES in the management of the Chocolate Hills Complex are expected in 2002, with the provincial government taking a more active part in it.

The Provincial Planning and Development Office has come up with a ten-point recommendation toward exercising the rights and protecting the interest of the provincial government in the operation of the Chocolate Hills Complex.

Gov. Erico Aumentado earlier ordered provincial planning and development coordinator Juanito Cambangay to review the memorandum of agreement between the Capitol and the Municipality of Carmen for the operation of the complex.

The PPDO recommended that the Office of the Provincial Accountant formulate and install internal control measures for receipts, disbursements, uses of funds and properties, inventories, receivables and payables.

Among the other recommendations of the PPDO was for the province to look into a possible revision of the 70-30 profit sharing scheme between the municipality of Carmen and the provincial government.

"The Municipality of Carmen may provide monthly remittance to the province based on a certain percentage of the total revenues/collection, not on profit," the report stated. Moreover, the Municipality of Carmen may give a fixed monthly payment, to be determined by a committee represented by both interested parties, to the province.

At the same time, the PPDO saw the need for the provincial government to formulate and adopt a development plan for the complex in support of the Capitol's eco-tourism thrust.

In line with the conditions set in the original agreement, the Commission on Audit should periodically audit the operations and facilities of the complex and furnish a report to the governor, the mayor of Carmen and the Sangguniang Panlalawigan's Committee on Tourism.

Likewise, the municipal government of Carmen should also render a monthly report on the financial and physical condition of the complex.

Aside from that of the COA's the PAO should also conduct its separate audit to verify and validate reports.

Moreover, the province should detail an employee to the complex who shall take charge in the recording and records management of its operations.

The PPDO likewise cited the need to hold a coordination meeting between the management of the complex, the provincial and municipal governments of Bohol and Carmen, respectively, to discuss accomplishments, issues and concerns.

Relative to the PPDO's report, the governor ordered provincial administrator Antonio Amora Jr. and Provincial Board member Ester Corazon Galbreath, chairman of the Committee on Tourism, to form a joint committee to study and recommend action so that a new contract can be drawn before the year ends.
