Bus operator fined PHP50,000 for duping PWD passengers -- LTFRB
MANILA, June 1 (PNA) -- A bus operator was fined PHP 50,000 after one of its conductors duped two deaf-mute passengers in a bus trip along Bunedia last May 20, the Land Transportation Franchising and Regulatory Board (LTFRB) said Wednesday.

LTFRB board member Atty. Ariel Inton confirmed that during the hearing on the case, conductor Welie Gumalas admitted that the bus did not have seats allotted for persons with disabilities (PWDs).

Gumalas, who works for Bovjen Transport Services, drove the bus unit with plate number TXV 135 taking the Sta Maria, Bulacan to Baclaran route.

“Since they admitted that they have no PWD seats available, that alone is a franchise violation,” Inton said in an interview.

Inton meanwhile said that the Board will recommend to the Land Transportation Office (LTO) to impose sanctions on the conductor since the Board only had the mandate to penalize the operator.

To recall, a certain Welzki Valencia in a Facebook post narrated how she herself saw two deaf-mute passengers approach the conductor holding out a sheet of paper with ‘Where is Taft?” written on it, their PWD IDs and their payment.

The conductor allegedly disregarded their IDs, took the money and later asked both passengers to alight in Pasong Tamo when they were clearly supposed to get off in Taft.

Valencia along with other passengers tried to stop the PWD passengers from alighting the bus but since they could not hear, hurriedly got off before their stop.

She later wrote to the LTFRB, which immediately issued a show cause order to the bus operator, driver and conductor. (PNA)
