Quality education pushed for Ifugao kids

LAGAWE, Ifugao - "Our objective is to improve the learning achievement completion rate and access to quality education of our children through community participation." So said OIC Assistant Schools Division Superintendent Estela Carino during the presentation of projects/program implementation in the Division School Based Management Congress held here on September 28-29.

According to Carino, the programs of Department of Education (DepEd) in Ifugao such as the Third Elementary Education Program (TEEP), the Secondary Education Development Improvement Program (SEDIP) and the School Based Management Program (SBM) involved the community and the local government units. For every project for instance, the local government units (LGU) gave 25% of the total amount as their counterpart.

The TEEP which exceeded the target of 163 buildings has actually constructed a total of 186 school buildings in the 11 municipalities in the province. Under this program, 514 school buildings were also repaired overshooting again the target of 368. The DedEd placed the percentage of overshot accomplishment at 39%. One of the most visible projects of the TEEP in the province was the construction of the new DepEd Division Office here. It had a total appropriation of P12M.

Carino said the success factors were focused on monitoring and supervision of multi grade-schools and schools with a Mean Percentage Score (MPS) which are below 50%; giving assistance to low performing schools; maintaining partnership with LGUs and other stakeholders and tapping community resources.
The TEEP was recently turned over to the provincial division for continuous local implementation after the program terminated after 6 years of implementation. It was headed by Ms. Rita Papey, the TEEP Technical Division Adviser (TDA) in the province. Ifugao was one of the 23 TEEP divisions all over the country.

The SEDIP which started in the province in 1997 will still stay until 2007. The program aims to improve equitable access to quality secondary education to poverty affected areas.

"The TEEP and SEDIP programs left us with so many good things, and it is up to us to continue the good that these programs have started," Carino said.

The SBM on the other hand is a component of the TEEP. Mr. Job Sevilleja, SBM Coordinator said it is a strategy that will help in improve the performance of the province's educators.

"Education is improving the lives of others and leaving your community better than when you found it," Carino said.

Mr. Robert Tayaban who represented Governor Benjamin Cappleman enjoined everybody to "join hands to give the young the best legacy they can offer and that is quality education." (PIA-Ifugao)
