Davao City (23 June 2005) -- The President's Priority Program on Water (P3W) which aims to increase the number of households access to potable water supply has identified 141 identified waterless municipalities in Mindanao.
The program covered areas under various peace agreements with the government of the Philippines. In Sulu, a war-torn province, the program has given hope to the number of barangays with the lowest level of access to water..
Sulu Provincial Administrator Don Loong bared that water system in the area remains very low level because previous water projects lack the social preparation component.
"People lack awareness on how they could possibly contribute to maintain a sustainable water infrastructure. They were not informed on how they could be accountable for any system failure," Loong said.
He noted that conflicts in Sulu had brought some parties wanting to destroy aspects of sanitation and health.
P3W will provide effective social intervention through various capability-building activities to ensure that the project will run properly and efficiently
The program will support projects with clear and actual consumer demand. Beneficiaries are called to be directly and actively involved in the selection of water supply and sanitation projects in terms of the level of service, technology, and location of facilities that best fit their needs with clear understanding of the costs and responsibilities.
Beneficiaries must work hand in hand in the aspects of problem analysis, project identification, development, implementation, and monitoring.
It offers an "open menu" of water supply and sanitation projects like construction of new Level I or Level II water supply system, Rehabilitation of existing Level I or Level II, Upgrading, and water source development preparatory for Level III systems. (PIA/Mai B. Gevera)
